This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak's sole and absolute discretion.


SUMMARY OF DUTIES:

The Sr. Mechanical/ Electrical Engineer -HSR develops maintenance procedures, methods, and engineering specifications necessary for the upgrade of the HSR trainsets. This position manages one or more capital or core programs involving fleetwide modifications, upgrades or acquisitions, and works closely with all HSR maintenance facilities as well as other engineering personnel. The Sr. Mechanical/ Electrical Engineer - HSR applies electrical, electronic, mechanical, pneumatic, hydraulic and related experience to diagnose, test and repair systems onboard the HSR trainsets. The Sr. Mechanical/ Electrical Engineer - HSR will take direction from the Sr. Manager HSR Equipment Engineering to lead key aspects of the HSR Trainset Reliability Centered Maintenance (RCM) program.



ESSENTIAL FUNCTIONS:

  • Leads complex technical meetings and design reviews. Manages projects and analyses by utilizing available resources and cross-functional team support on the Northeast Corridor.
  • Performs failure or root cause analyses of fleetwide equipment safety and service issues; works with the Manager of System Operations and Sr. Manager(s) HSR Equipment Engineering on trainset reliability as a lead System Health Manager.
  • Responsible for developing and/or improving engineering work practices to increase equipment reliability and to modify the maintenance plans in the Work Management System (WMS) using RCM principles.
  • Provides technical guidance, assists and mentors the Service Engineering Team by leading recurring or extensive failure investigations.
  • Manage projects and modifications by designing and implementing HSR equipment upgrades using data to validate evidence of need and benefit for the fleet.
  • Ensures that the Maintenance Event Analysis Program (MEAP) is functional in all trainsets and that the troubleshooting event database is regularly analyzed.



MINIMUM QUALIFICATIONS:

  • BS Degree in Engineering or equivalent experience, training, and skills.
  • Demonstrated practical experience modifying and maintaining existing vehicles or long-lived, complex, capital equipment in an industrial, railroad or marine environment.
  • Demonstrated experience in railway rolling stock maintenance in technical support roles involving inspections, commissioning new rolling stock, troubleshooting, and turn around servicing on late model diesel-electric, electric, or turbine-electric-hydraulic locomotives with microprocessor controls.
  • Demonstrated experience in the contractual and technical aspects of procurement and vendor interfacing.
  • Must have experience using VOM's, data loggers, oscilloscopes and AAR or measuring gages; Must be proficient and possess significant experience in data analysis, technical writing and electrical circuit or mechanical drawing comprehension.
  • Demonstrated experience in leading agreement and non-agreement employees within the department.
  • Demonstrate sound leadership, project management skills and be a self-starter.
  • Ability to work directly on interconnected electrical, mechanical, pneumatic and hydraulic components onboard the rolling stock in a Maintenance Shop environment
  • Proficiency with computer programs used to troubleshoot, analyze, track, trend and record failures of microprocessor based systems.
  • Demonstrated knowledge of environmental regulations, signal rules, electric traction, NORAC rules related to train operations and physical features of the right of way.
  • Excellent written and oral communication skills.
  • Proficient in areas of North American railway safety and regulatory practices including, but not limited to Amtrak, AAR and FRA rules.



PREFERRED QUALIFICATIONS:

  • Registered Professional Engineer or MS degree in an Engineering discipline
  • Root Cause Analysis or problem solving specific training and demonstrated experience
  • Proficiency using Amtrak WMS and OMS systems as well as Amtrak Maintenance Analysis Program, Tableau, Microsoft Visio and Standard Maintenance Procedures.
  • Significant experience working with Tier I or Tier II Passenger Equipment
  • Member of AAR, IEEE, ASME, SAE, ASHRAE, or similar technical committees

  • Constantly or frequently sits, stands, walks, and may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).
  • Will be in the field subject to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces during the course of investigations.
  • Will be in the field working around maintenance facilities and rail yards during the course of investigations and remediation implementation.

  • Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis.
  • Frequently works in a fast-paced, time sensitive environment with frequently changing priorities.
  • Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
  • Occasionally subject to travel throughout and outside the region as required (e.g., via airplane, train, automobile).
