The City of Mont Belvieu, Texas is currently accepting applications for a Deputy City Manager in the Administration Department.  The City of Mont Belvieu is a growing community located on IH-10 east of Houston, Texas in Chambers County.

POSITION SUMMARY:

Appointed by and reporting directly to the City Manager, the Deputy is responsible for assisting the City Manager in overseeing the delivery of high-quality City services, including providing leadership and direction to assigned department heads and other staff providing a full range of city services.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Deputy City Manager offers insight and expert analysis to assist the City Manager and City Council in formulating and implementing short and long-range goals for city growth, redevelopment and management. The Deputy City Manager interacts with the City Council, the community, and other local government stakeholders to ensure that the ongoing business of planning for the future of Mont Belvieu remains a highly inclusive and collaborative process. Other duties of the Deputy City Manager include assisting the City Manager with the following:

  • Participates in development and administration of City Budget; reviews department budgets with City Manager and Finance Director; reviews and approves requisitions and purchase orders; reviews and approves solicitations for bids; and monitors expenditures for budget compliance.
  • Responding to and solving citizen problems; devising policy recommendations, problem-solving, and 
  • Directing and coordinating staff work and operating departments; 
  • Researches and analyzes new programs. 
  • Assist with the organization and logistics in preparation for special events and activities.
  • Monitors public concerns and provides reports to the City Manager and City Council.
  • Reviews and maintains details of the strategic plan ensuring that it includes accurate information.
  • Prepares reports and makes presentations to City Council; prepares agenda memoranda under the direction of the City Manager; conducts research; prepares/makes presentations; coordinates presentations of outside consultants; and may make presentations to committee meetings, civic gatherings, or other official functions.
  • Manages special projects at the direction of and as assigned by the City Manager; maintains constituent relations for City Council; investigates and responds to complaints made to City Manager, Council, or elected official; conducts research and prepares reports and presentations as assigned; responds to media requests; and provides interviews.
  • Maintains current knowledge of trends and developments in municipal administration for application to programs, projects, and functions under charge.
  • Prepares and drafts documentation for presentation to council and executive staff.
  • Negotiates with developers and economic development clients on development agreements, tax abatements, and 380 agreements to leverage private investment.
  • Provides coordination between developments and insures projects are assets to the Community. 
  • During emergency conditions, all City employees are subject to recall to work in the event of a disaster, such as a hurricane, or other emergency and expected to perform emergency service duties, as assigned.
  • Accompanies the City Manager to meetings as necessary and performs required follow-up on decisions 
  • Performs any and all other related duties or assignments as assigned.

  • This position assists the City Manager and executive staff in managing all employees of the City and assists in the performance management and hiring of the employees.
