POSITION SUMMARY





The Manager for Business Operations Support will work in partnership with a range of community stakeholders to support early care and education (ECE) programs to access a variety of financial and business supports; and to build out program capacity to run successful businesses and to provide high-quality care to children in our community. In this role you will develop, manage, and lead a diverse team. You will also work alongside other directors, managers, and staff to ensure services are aligned and meet the needs of the community.





KEY RESPONSIBILITIES





Technology and Data System Support



  • Maintain oversight of comprehensive support to promote the child care educator workforce’s utilization of internal or city/state-wide data systems.

  • Maintain expertise in new and existing programs; recommend policy, process and technological improvements to funders.

  • Collaborate with funders and agency leadership to continuously assess and improve data systems.

  • Coordinate data input, tracking and collection processes for funder data systems or other city agencies.




Payments



  • Oversee and manage the operation and functions of all payments related to Work Force Compensation, ELS Voucher, CARES, MRA/PFA payments, and other special payment requests.

  • Manager, review and coordinate work of the team to ensure compliance and accuracy of payments.

  • Leads collaborations with the Finance department and funders to implement processes to calculate, administer and report on funding.

  • Implement, coordinate and manage cross team communication with other departments in order to track, compare, share and evaluate data.




Compliance Support



  • Manage the partnership between Children’s Council and other ELS system contractors.

  • Manage the effectiveness and efficiency communication tools like Zen Desk, Dial pad, and Help Desk that support and enhance our ability to provide high level customer support.

  • Maintain and manage project files in Sharepoint.

  • Ensure high customer satisfaction; establish customer satisfaction goals and coordinate with the team regarding provider eligibility determination, onboarding and participation in state and locally funded child care subsidy programs.

  • Use client feedback to identify program needs and service improvements that deliver better value and greater efficiency.




Community Collaboration and Resource Development



  • Take ownership to cultivate and maintain partnerships with key stakeholders – ECE programs, community-based organizations, and content experts.

  • Develop and research communication tools that keep providers informed of updates in ECE field.

  • Collaborate with funders and community partners to improve program support.

  • Cultivates new funding relationships, proactively identifying opportunities and making initial connections, as appropriate.

  • Will perform other duties as assigned.




REQUIRED
QUALIFICATIONS



  • Minimum of four years of experience working in either business development or technology support services.

  • Minimum of four years’ experience developing partnerships with community stakeholders, staff, and board members.

  • Minimum of three years supervising staff and/or leading small teams.

  • Advanced knowledge, and direct experience managing early child care education services, delivery and evaluation.

  • Demonstrated ability successfully managing projects; hands on experience developing effective policies, systems and procedures.

  • Experience with creating, managing, and analyzing data.

  • Must have proficiency with Microsoft Office Suite products, and knowledge of database applications.

  • Ability to work independently, adhere to priorities and meet multiple deadlines.

  • Must have excellent written, communication, and presentation skills.

  • Direct experience working with diverse staff, client populations, families and children.

  • A background clearance is required.




PHYSICAL REQUIREMENTS:



  • Must be able to move throughout the office, access files; ability to meet with staff and external partners in the community.

  • Require the mental acuity to perform the essential functions as outlined in an accurate and timely fashion.
