Job Summary

Provide guidance to team members and act as an agent for the Company in securing complex rights-of-way/easements for the installation of natural gas pipelines and appurtenant facilities, particularly on large projects. Respond to non-standard departmental requests from internal and external parties. Assist the Manager-Land with a range of assignments with a moderate level of guidance and direction.

**Position is has flexibility to be based out of our Bethlehem or Wilkes Barre location.  Position is hybrid and can report out of multiple locations.  Will be responsible for covering both partially North and South regions.

Duties and Responsibilities

  • Right-of-way Accountabilities:
    • For large and/or complex projects, negotiate and acquire rights-of-way, properties in fee and obtain licenses/leases necessary to facilitate the installation of natural gas pipelines and appurtenant facilities from property owners through ascertaining legal ownership; prepare proper settlement and recording documents.
    • For large and/or complex projects, research property deeds, plant records, subdivision maps and other legal records to determine ownership, property rights, easement descriptions, and encroachments. 
    • Work with Sales department to acquire necessary easement rights for new business customers. 
    • Provide guidance to team members in the negotiation and acquisition of rights-of-way, licenses, and leases.
    • Research, determine, and justify appropriate consideration to be offered to property owners. 
    • Process, or assist team members in processing, completed permanent files, updating indices of acquired rights-of-way for future reference, and maintaining and updating the index system of pending jobs requiring a right-of-way.
  • With a moderate level of guidance and direction, assist the Manager - Land with a wide range of departmental assignments.
  • Oversee and provide quality assurance of departmental contractors.
  • Perform other duties as requested.

Knowledge, Skills and Abilities

  • Ability to trace the ownership of property through all available public records, including recorder of deeds, register of wills, prothonotary, tax assessor, clerk of courts and mapping office to property to determine ownership. Knowledge of laws and regulations affecting land boundaries and conveyance of real estate interests.
  • Ability to analyze value of property and property rights and recommend consideration for purchase of land and right-of-way.
  • Ability to read and interpret engineering plans, topographic maps, or other materials depicting land use and ownership.
  • Knowledge of surveying techniques, math skills, personal computer operation, and proficiency in industry specific software, e.g., GIS systems. 
  • Interpersonal skills necessary to engage and negotiate with private property owners.

Education and Experience

  • An Associate's degree. Bachelor's degree preferred.
  • Minimum of 5 years of experience in right-of-way acquisition or related work.
  • Registration as a Pennsylvania Notary Public preferred.
  • Knowledge of the use and interpretation of property record indices in the various county Recorder of Deeds and Tax Assessment offices is required.
