Job Description
The University of Maryland, Baltimore (UMB) has an opening in the Division of Child and Adolescent Psychiatry for a Behavioral Health Consultation Specialist, Senior Specialist, or Lead Specialist (Counselor/Sr. Counselor/Lead Counselor).  The selected candidate’s title will be determined based on the individual’s qualifications. The Behavioral Health Specialist works for a telephone-based consultation program supporting primary care providers of pediatric patients and under the supervision of a licensed professional. The Behavioral Health Specialist facilitates consultations from primary care providers needing support for pediatric patients with behavioral health concerns across the state. Options for telework may be available in accordance with UMB's policy. The selected candidate for this position is eligible for a sign-on bonus totaling a minimum of $3,000. Half of the bonus is payable within the first 30 days of hire and the remaining half is payable after successful completion of 12-month probationary period. The sign on bonus is eligible only to candidates new or returning to UMB. This Exempt, Regular position offers a generous benefits package that includes 22 vacation days, 14 floating and holidays, 15 sick days; comprehensive health insurance and retirement options; and tuition remission for employees and their dependents at any of the University System of Maryland schools. UMB employees are strongly encouraged to follow all CDC recommendations related to COVID-19 vaccinations and booster doses.  Employees whose job duties require them to work in clinical settings or at clinical or field sites continue to be subject to the vaccine requirements of those sites. Essential Functions:
Specialist (Counselor, LGPC/LMSW):
  • Facilitate consultations between pediatric care providers and specialty mental health consultants.
  • Respond to phone consultation requests with physicians, provide assessment and recommendations, and delegate consultation requests to appropriate BHIPP team members/specialists (psychiatrists, early childhood specialists, etc.)  Identify psychosocial condition and needs, and determine best course of therapeutic treatment.
  • Evaluate client issues in physician consolations and identify mental health and community resources to refer in order to address issues.
  • Develop post-consultation disposition letters to provide to Primary Care Physicians, in collaboration with the Program Director and Consultants. Send and track outreach materials and other written communications.
  • Assist with coordination of clinical team meetings and attend community outreach events with primary care and mental health providers.
  • Communicate with state-wide mental health providers to maintain database of resources.
  • Assist with programmatic organization and implementation, as needed.
  • Perform other related duties as assigned.
Senior Specialist (Senior Counselor, LCPC/LCSW/LCSW-C):
  • Perform all duties of Specialist.
  • Provide training, guidance, and support to colleagues who are not fully licensed as mental health providers (e.g., LMSW/LGPC, graduate trainees).
  • May supervise other counselors, interns, students, or employees per licensure.
  • Assist in development of policies, protocols, or procedures as requested.
  • May be responsible for review and submission of authorized documentation for reimbursement per licensure.
  • Performs other duties as assigned.
Lead Specialist (Lead Counselor, LCPC/LCSW-C):
  • Perform all duties of Specialist and Senior Specialist.
  • Lead clinical program, training initiative, project, or team.
  • Supervise other counselors, interns, students, or employees per licensure.
  • Assist in development of policies, protocols, or procedures as requested.
  • Responsible for review and submission of authorized documentation for reimbursement.
  • Performs other duties as assigned.


Qualifications
Specialist (Counselor):
Master’s Degree in Social Work or Psychology. Master's degree in other related field such as Counseling preferred. Licensed Master Social Work - (LMSW) or Licensed Graduate professional Counselor – (LGPC) in the State of Maryland. No substitution of experience for minimum education requirement.
Senior Specialist (Sr. Counselor):
Master’s Degree in Social Work or Psychology. Master's degree in other related field such as Counseling preferred. One (1) year of post-licensure (LCSW, LCSW-C, or LCPC) experience in related area of treatment including responsibility for training, work coordination, and monitoring the work of others. Licensed as Licensed Certified professional Counselor (LCPC) in the State of Maryland or Licensed as Certified Social Worker (LCSW) or (LCSW-C) in the State of Maryland. No substitution of experience for minimum education requirement.
Lead Specialist (Lead Counselor):
Master’s Degree in Social Work or Psychology. Master's degree in other related field such as Counseling preferred. Two (2) years of post-advanced licensure (LCPC/LCSW-C) experience related experience in area of treatment including responsibility for training, work coordination, and monitoring the work of others. State of Maryland Board Approval as a designated supervisor as appropriate per licensure. Licensed as Licensed Certified professional Counselor (LCPC) in the State of Maryland or Licensed as Certified Social Work (LCSW-C) in the State of Maryland. No substitution of experience for minimum education requirement. 
Knowledge, Skills, and Abilities:
  • Possess knowledge best practices in the field as well as relevant federal, state, and local rules, regulations, and programs/policies utilizing proper application of diagnostic tools. Able to recognize and respond sensitively to any potential concerns regarding a child’s social and emotional development. Able to perform position in compliance with all requirements, regulations, and laws. Ability to maintain high standards with the work being performed and maintain awareness with trends and influences. Assumes personal responsibility for all outcomes; makes effective and timely decisions; and learns how to effectively use technology. Maintains productivity and uses knowledge strategies to increase knowledge base. Ability to use measurable and verifiable information for resolving problems and facilitating decision-making processes.
  • Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Interprets and understands written information and is able to listen attentively to verbal and non-verbal cues that lead to a deeper understanding. Ability to maintain confidentiality of client information in accordance with professional standards, HIPAA (Health Information Portability & Accountability Act) and FERPA (Family Education Rights and Privacy Act) and state regulations. Ability to effectively interact with a diverse client population using various approved interviewing techniques and consultative approaches.
  • Ability to independently review and authorize documentation of others for reimbursement or grant submissions. Ability to work cooperatively with others and demonstrates professional, ethical, respectful, and courteous behavior when interacting with others. Capable of interacting pleasantly and positively with other to meet customer expectations, and provide follow up with customers.
 
The Hiring Range for the Specialist is in the low to mid $50,000s, commensurate with education and experience.
 The Hiring Range for the Senior Specialist is in the low to mid $60,000s, commensurate with education and experience.
 The Hiring Range for the Lead Specialist is in the high $60,000s to low $70,000s, commensurate with education and experience.
