The IT Director of Quality Mgmt Platforms (QMP) is responsible for the strategic and operational leadership of the QMP technology portfolio. This role directs & oversees the IT organization of technology experts and solutions across the QMP landscape and lifecycle of investments, technology roadmap, and initiatives to achieve the organizational goals and objects. They act as the primary resource for communication and performance reporting about the QMP technologies portfolio, identifies, coordinates, and prioritizes projects and resources with the Enterprise Technology Services Management Operations function and Portfolio Managers.

This role will be responsible to lead and work closely with application and service owners to strategically plan, aggregate resource and technology needs, develop cohesive roadmaps and execution plans, and generate a holistic view of future capacity and demand needs in partnership with portfolio and project managers.

A DAY IN THE LIFE

  • Define the vision and strategy for design, development, and maintenance of QMP technologies & solutions to support increased automation and ease of work supporting the growth of the Enterprise
  • Demonstrate expertise and guide team members in complying with applicable government or industry regulations (eg, 21 CFR Part 11, 210, 280)
  • Provide strategic technical leadership and innovation across specific aspects of QMP solutions development
  • Ensure strategic technology planning is in place, including technology roadmaps and release schedules that align to business needs and value delivery
  • Ensure accountability of project delivery in alignment with technical and business requirements
  • Drive technology-driven benefit realization and delivery of intended results in partnership with project sponsors and business-facing IT organizations.
  • Guide project managers on effectively identifying, managing, and mitigating risks/issues, and as appropriate, provide updates to executive leadership and steering committee
  • [OA1] Ensure the development & ongoing management of technology standards for technical reviews, peer reviews, and feedback cycles (eg, within architecture & technology engineering processes)
  • Continuously expand, research and leverage knowledge of market and industry trends and benchmarking to identify, recommend and implement best practices, methodologies and relevant analytics
  • Leverage Service Delivery Managers to monitor and report on managed service provider (MSP) performance and recommend actions as appropriate
  • Monitor Service Level Agreement performance and partner with Service Delivery Managers and the Enterprise Managed Services organization to negotiate & improve support commitments with MSPs as required
  • Facilitate change & adoption across the enterprise (business & IT) that maximizes benefits without disrupting productivity
  • Report to senior IT leadership on business, operational, and user satisfaction metrics with regards to QMP technologies
  • Ensure effective procedures and resilience is in place for the security and continuity of business critical platforms and services delivered
  • Engage & support the commercial relationships with SAP, Oracle, Siemens, and other relevant vendors supporting the QMP space
  • Lead, coach, and mentor a diverse team consisting of project managers, architects, technical analysts, developers, designers, and contingent resources to deliver within commitments.
  • Advocate and build best technical practice in Quality management areas including FCA, QMS, CAPA, global compliant handling, etc.
  • Understand and lead technical delivery for system compliance in device registration/labelling, adverse event coding, etc. for EU MDR with required timeline
  • Lead and deliver PLM system (PDNA) implementation and its integration into other end points
  • Provide technical leadership in product development and platform engineering with Agile methodology
  • Establish build/buy product strategy. Modernize tech stack for existing systems
  • Develop and deliver products and services on public cloud platforms
  • Drive automation for team efficiency and self-service for customer experience
  • Upskill and build a high performing learning team

Investment Planning and Budget Management

  • Responsible for all strategy & planning of investments across the Human Capital Management Technologies space, including roadmapping and project identification to support investment planning across technology, process improvements, and labor required to optimize service delivery.
  • Accountable for financial reporting related to budgets on a periodical basis to ensure organizational delivery is aligned to the annual operating plan and projects are completed within allocated funding and escalate major deviations to appropriate senior management
  • Advise key partners and stakeholders of cost savings opportunity areas to ensure that the quality of the Human Capital Management technologies & service portfolio is maintained at efficient cost levels for the services provided
  • Capture the total cost of providing technology services, improve processes related to budgeting and forecasting, increase cost transparency, and demonstrate business value for technology investments
  • Demand Intake and Resource Management
  • Develop and maintain strategic resource planning & forecasting plans for the staff involved to optimize resource planning & forecasts to deliver to the highest priorities for the organization both in the current and future states. This includes all resource bases across employee, professional services, and contingent resources.
  • Monitor workforce skills & resource deployment to ensure individuals are effectively contributing to the completion of organizational goals and objectives, while developing skills, gaining experience, and growing in knowledge.

Workforce Management and Development

  • People Manager (IT PMs)
  • Develop and communicate reporting standards for resource allocation at the portfolio level
  • Undertake capacity & resource monitoring; ensuring adequate capacity exists within GAS IT estate to deliver the agreed service levels in a cost effective and timely manner, including for future capacity requirements by aggregating information provided by Application Portfolio Leads
  • Report imbalances around forecasted demand and capacity estimates to GAS IT to ensure organizational awareness of upcoming issues
  • Ensure Agile governance processes and decisions are applied consistently for seamless portfolio management in an agile manner

Demand Intake and Resource Management

  • Develop and maintain strategic plans for the staff involved to optimizes resources to fulfill highest priorities to the organization both in the current and future states
  • Monitor staff deployment to ensure individuals are effectively contributing to the organization while developing skills and gaining experience

Performance Reporting and Portfolio Analytics

  • Report progress of the portfolio to senior management with specific emphasis on business objectives delivery, efficient resource deployment, effective risk and issue management, portfolio volatility with respect to scope and quality changes, and process improvements to maintain transparency and escalate issues
  • Engage in Portfolio Reviews to analyze portfolio level metrics, and review progress, resolve dependencies and risks, review capacity allocations, identify opportunities for continuous improvement

Architecture

  • Advise business and technology subject-matter experts and BRMs to elicit and translate high level business needs into technological solutions so that the portfolio of IT solutions aligns with business priorities and objectives
  • Assess the current IT environment and develop a long-term strategic plan for IT architecture to create a vision of future ready, highly efficient, architecture
  • Own the enterprise view of cross domain architecture, and lead the design and management of reference architectures to guide solution-specific architecture
  • Act as an advisor to IT strategic planning efforts, by helping business leaders clarify their objectives and expectations for technological innovation efforts
  • Introduce and accelerate new technologies and methodologies to expedite and support digital transformation
  • Promote the use of a shared infrastructure and application roadmap to reduce costs and improve information flow
  • Plan and execute periodic technology initiatives to educate the entire architecture group on internal objectives and technology trends

Architecture Governance

  • Develop, maintain, and periodically review the policies, standards, and guidelines to ensure consistency in architectural standards, and technology framework across different solutions
  • Lead the design and modeling of tactical architectures for delivery, development, and support of different projects to build best in class architecture
  • Manage and facilitate an architectural review board to evaluate project proposals for architectural fit and manage architectural dependences between projects
  • Initiate periodic reviews of all solutions to validate adherence to enterprise standards and generate solutions to Remedy architecture that vary from the standard

MUST HAVE (Minimum Qualifications)

  • Bachelor's degree
  • 10+ years of relevant experience with a bachelor's degree or 8+ years of relevant experience with an advanced degree
  • 7+ years of managerial experience (people, projects & programs combined)

  • 5+ years of software engineering or product development experience
  • 3+ years of public cloud platform (Azure, GCP, AWS) development or support experience
