This IT Program Manager position is responsible for leading all aspects of multiple cross-functional Behavioral Health IT Projects, including Program and Project planning, resourcing, status reporting, risk, issue, change, quality, scope, and cost management. Works closely with program sponsors, cross-functional teams, and assigned project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives. Applies mastery of program and project management processes, tools, and methodologies, both waterfall and especially lean/agile methods. Has the ability to effectively deal with evolving and competing objectives and experience managing enterprise-wide projects, including managing third party staff, working through contractual issues, etc. Provides leadership to project teams to ensure project alignment with the business unit’s objectives and supports the portfolio management processes. Experience in Healthcare and Commercial Off The Shelf implementations preferred.

This position is responsible for overseeing, managing and delivering an IT Build portfolio, leveraging parts of the life cycle of IT investments in infrastructure and systems. This is a key role in the strategic planning process for the IT organization.

• Defines and targets the investment mix.
• Plans the portfolio structure and packaging.
• Communicates the portfolio plan and measures results.
• Works with and advises individuals and groups on how enterprise priorities link to technology investment and the risks and benefits of specific portfolio activities.
• Works with the IT organization and other stakeholders to develop, prioritize the IT and business portfolio.
• Analyzes portfolio performance and recommends changes in investment mix to achieve goals.
• Proactively identifies opportunities for improving IT portfolio performance to provide a competitive advantage to the business.
• Manages teams with focus on policy and strategy implementation and control rather than development; short-term operational/tactical responsibilities.
