Job Description Summary


Perform as a key technical member of the senior management team responsible for meeting cost, schedule and quality requirements of the project and will oversee all contract administrative functions including policy, budget, and financial controls.

Essential Job Duties:



  • Participate with executive management to establish strategic plans, objectives, initiatives, and work plans.

  • Responsible for all P&L and/or technical activities related to the contract and manage all financial activities related to the project, annual budget process, and monthly and quarterly forecast and review.

  • Engage in rebid and other business development initiatives to grow business.

  • Identify technical risks and issues and develop mitigation plans and execution oversight.

  • Oversee the quality and timeliness of contractually- required reports and deliverables and quality assurance and manage any necessary corrective actions to ensure consistent application of laws, regulations, policies and procedures pertinent to the project.

  • Develop technical team and/or project based program performance goals and objectives and monitor achievement of such goals.

  • Propose changes in policies and procedures to improve processes and ensure contract compliance.

  • Develop processes to support project changes and oversee their implementation.

  • Direct and control the activities of a broad functional area through several department managers within the company.

  • Has overall control of technical component planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods.

  • Work on complex technical issues where analysis of situations or data requires an in-depth knowledge of the company.

  • Participate in corporate development of methods, techniques and evaluation criteria for technical aspects of projects, programs, and people.

  • Ensure budgets and schedules meet corporate requirements.

  • Regularly interact with executives and/or major customers.

  • Interactions frequently involve specialized technical skills, such as negotiating with customers or technical management or attempting to influence senior level leaders regarding matters of significance to the organization.

  • Report to Senior Director or VP level.




Education and Experience Requirements:



  • Bachelor's degree with +7 years of experience consulting within designated function.

  • Advanced degree preferred.

  • Detailed experience leading system modernization efforts for Health and Human services programs.

  • Familiarity with health and human services federal funding regulations and funding mechanisms.

  • Familiarity with OCSE (Office of Child Support Enforcement) funding requirements and expectations for planning efforts.

  • Detailed experience leading legacy system data conversion planning efforts for Human Services programs.

  • Hands on experience analyzing legacy data quality and identifying data accuracy across the Human Services systems.

  • Experience with legacy systems with dozens of interface partners both internal and external to the system Human Services system

  • Detailed experience managing the procurement process for large-scale complex system modernization projects

  • Project management experience leading teams in managing, planning, organizing, directing, tracking, reporting, and closing (when appropriate) large-scale complex system modernization projects

  • Experience leading operational assessments for Human Services organizations  

  • Knowledge of Child Support legacy systems

  • Skill in providing guidance/advice to State government HHS leaders

  • Ability to advise government executives on modernizing legacy case management systems and exploring alternatives (replatforming, refactoring)

  • Ability to lead a team of consultants in a planning project for a state systems modernization project

Pay Transparency

Maximus compensation is based on various factors including but not limited to a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
