Responsibilities:



The Director, Proposal Development is the leader responsible for providing oversight, support, and strategic direction for all Medicaid proposal responses, as well as to the Proposal Development team of writers and writing managers. In addition to management of this team, they are responsible for ensuring successful execution and continuous improvement of the end-to-end writing process to develop proposal response narratives that are clearly written, compliant, accurate, and high scoring. The director will be responsible to design, document, and implement proposal writing oriented best-practices, repeatable and measurable processes, and continuous improvements. They will also work closely and collaboratively with corporate, market, and executive leadership from across the organization to ensure the narrative developed provides the most accurate, compelling, and relevant response we can produce for our current and future state partners. This role works in an integrated way with the Directors of Proposal Management and Proposal Services, as well as with our market development and market entry teams, and reports to the Vice President, Proposals.



Key responsibilities include:




  • Define and execute on a vision and strategic direction for the Proposal Development team in collaboration with the Vice President, Proposals, and in consultation with the Directors of Proposal Management and Proposal Services. This includes:


  • Hiring, onboarding, developing, retaining, and continuously improving the Proposal Development team.


  • Developing and improving processes, standard practices, tools, and approaches for proposal writing, review, and editing.


  • Collaborating with capture planning, solutions, market development, and community public relations resources to strategize response approaches and ensure efficient, consistent transfer of critical market and business information to appropriate writers and SMEs for inclusion in narrative responses.


  • Refining, improving, and continually evolving our narrative style and voice by cooperating closely with both the writing and copy editing teams on standardized rules, guides, tools, and processes to help maximize consistency, efficiency, and flexibility in their use and application.


  • Establishing, developing, and maintaining strong relationships with key stakeholders and leaders throughout the organization.


  • Manage internal and external writing managers to support and direct all proposal writing activities, implementing best practices, and repeatable and measurable processes.


  • Provide guidance and direction to proposal writers and managers on response strategy and development.


  • Review and direct editing of proposal drafts to maximize scoring and ensure a consistent, compelling voice, incorporation of win themes, quality, and compliance.


  • Support and drive engagement of all participants during key proposal response development meetings, in particular response framing sessions and draft reviews.


  • Serve as escalation point for open decisions, issues, and risks to support quality/performance standards and enforce deadlines for the Proposal Development team.


  • Works with writing managers to develop an overall training programs for proposal writers that ensures all proposal writers are assigned topic major and minors, connected with appropriate SMEs to develop competency in the assigned topic areas, and developing appropriate reusable content or approaches to more efficiently develop assigned proposal responses.


  • Establishes and provides oversight of interdisciplinary task forces, including writers, subject matter experts, market research, and market entry, to continuously improve Medicaid managed care topic templates


  • Collaborates with the entire Proposals team (Development, Proposal Management, and Services) to contribute and support ongoing development and maintenance of all proposal process improvement efforts to improve efficiency, effectiveness, and quality of external-facing deliverables, including participation in maintaining content repository




Education/Experience:




  • Bachelor’s Degree required. Preferred majors include the following: journalism, communications, English, health care administration, or public health.


  • Minimum of 3 years’ managing proposal developers, technical writers, and/or business analysts.


  • Minimum of 5 years’ working knowledge of the Medicaid, Medicare, health insurance, or public health industry required.


  • 5+ years of proposal development, technical writing, or business analysis experience, preferably with large, complex RFPs in a highly regulated environment (e.g. state or government programs) or with large, complex systems/process initiatives where information gathering and synthesis of data is required.


  • Experience supervising or managing staff.


  • Demonstrated expertise in Managed Care proposals.


  • Knowledge of proposal best practices and state/federal procurement rules & restrictions. Shipley training/certification and knowledge of the public health/health insurance industry highly desired.


  • Experience collaborating among various teams, including all levels of staff and management, to develop high-quality proposal responses.


  • Outstanding managerial, interpersonal, and communication skills, including the ability to effectively interview technical experts and build understanding between multiple parties.


  • Excellent writing skills in both technical and marketing disciplines, including strong ability to effectively organize ideas and synthesize large amounts of data, as well as demonstrated analytical skills to ensure compliance with business and/or contract requirements.


  • Ability to work well under pressure in a fast-paced environment, sometimes with irregular hours needed to meet tight deadlines.


  • Ability to work with limited supervision, manage ambiguity, make sound decisions, proactively solve problems, and self-manage time.


  • Experience supervising or managing staff.


  • Expert user of Microsoft Office (Word, Excel, Outlook), Microsoft SharePoint, and Adobe Acrobat.


  • Travel may be required.
