What You Will Do:
- Manages full and open DoD RFP/RFQ/RFI's competitive Proposal Development
- Manage proposal process from cradle to grave
- Coordinate closely with business development organization to ensure winning bids
- Manage cross functional proposal teams to meet strict deadlines
- Analyzes RFPs to determine compliant response structure and format
- Generate detailed RFP response plan and schedule and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
- Builds the proposal compliance matrix and tracks the fulfillment of all requirements
- Develops any required custom templates and/or formats
- Lays out proposal across volumes (format, font, consistency) and creates actual volumes (electronic, paper form)
- Tailors proposal SharePoint site to meet proposals unique requirements
- Coordinates and facilitates proposal document reviews (kick-off and color teams)
- Prepares detailed delivery plans and checklists and coordinates final printing, electronic copy, assembly, and shipping to include DoD Safe delivery
- Supports Cost and Administrative Volumes Development
- Manage proposal management process improvement projects
About You:

- Prior experience with DOD RFP/RFQ/RFI's proposal processes is required with specific emphasis on all facets of proposal development and management
- Understanding of the business development and capture process
- Demonstrated the ability to quickly form and manage high performing proposal teams
- Experience with diverse team building and virtual proposal development coordination
- Demonstrated ability to communicate at all levels, from the individual team contributor through executive management
- Ability to train others effectively in the proposal process
- Motivating people to accomplish difficult tasks in a short time
- Able to manage multiple proposal development activities at the same time
- Candidates must also possess excellent written/verbal communications skills, presentation skills, organizational time management skills, and team-building skills
- Excellent computer skills, including MS Office and specialized publishing applications
- Knowledge in the areas of Shipley Proposal Management and Development Processes
Education & Experience:
- Bachelor's degree required
- Minimum ten (10) years of proposal management, business development and/or proposal development required
- Five (5) years of leadership experience required
- APMP Certification preferred
- Bid/Proposal Foundational Certification preferred
- Bid/Proposal Practitioner Certification preferred
- Bid/Proposal Professional Certification preferred
- US DoD Secret level Security Clearance with Top Secret preferred
- Must be US citizen due to contractual requirements
