And our work depends on a **Health Policy Research Analyst/Technical Writer** joining our team remotely to support the Centers for Medicare and Medicaid Services (CMS) Marketplace Assister Technical Support (MATS) program.


The MATS program provides in-person assisters with technical support services that enhance assisters’ knowledge and skills, so that they can facilitate enrollment in insurance coverage, Medicaid, and the Children’s Health Insurance Program (CHIP) through the Affordable Care Act of 2010. These support services include, but are not limited to: the development and provision of assister certification and supplemental trainings, in-person assister help desk support, the development and provision of assister continuing education programs, the maintenance of assister email inbox operations, Certified Application Counselor (CAC) application processing, the development and implementation of an inquiry response and tracking system, and the provision of technical support to the in-person assister community. CMS believes that these services are critical to improving resources and support available to in-person assisters as they work with consumers, especially those with complex eligibility cases or in difficult-to-enroll populations.

As a Health Policy Research Analyst/Technical Writer, you will be trusted to work closely with the MATS Training Team to draft and edit public-facing documents, including one-pagers, slide presentations, briefing documents, policy documents, and other materials. In addition, you will provide Section 508 support, to ensure all training deliverables comply with Section 508 of the Rehabilitation Act standards and are accessible for individuals with physical, sensory, or cognitive disabilities. You will conduct independent research, build subject matter expertise in health care laws and regulations, and explain complex health policy and technical information in a clear and concise manner. In this role, a typical day will include:


+ Researching, preparing, and editing public-facing health policy technical documents for publication, including webinars, job aids, fact sheets, and standard operating procedures.


+ Preparing, editing, and standardizing storyboards for various web-based training products.


+ Preparing and editing contract deliverables as assigned, including meeting minutes, internal job aids, and quick reference guides.


+ Using Microsoft Office and Adobe Acrobat Pro to identify and remediate errors in Section 508 compliance, including document structure, headings, reading order, images, charts and tables, and any other document errors as they occur.


+ Building content expertise while using solid proofreading and layout skills to develop polished client deliverables.


+ Supporting program-wide development of training content and materials by distilling complex health policy topics in plain language.


+ Ensuring documents meet customer specifications, including standards for quality, graphics, format, and style.


+ Maintaining current knowledge of relevant technology as assigned.


+ Acting as a liaison between the program and CMS regarding team member’s access to CMS systems and tools.


+ Completing other duties and special projects may be assigned.


**REQUIRED QUALIFICATIONS:**


+ Bachelor’s degree in public policy, public administration, business, English, communications, or other related field.


+ 3+ years of hands-on experience preparing and editing technical documents.


+ Strong health policy background with the ability to translate policy into materials written in 'plain language'.


+ Experience producing and editing Section 508-compliant products.


+ Hands-on experience tracking schedules and/or project milestones and troubleshooting delays with stakeholders.


+ Strong proficiency in Microsoft Office Suite (including Word, Excel, PowerPoint, and Outlook).


+ Strong proficiency with Adobe Acrobat Pro.


+ Candidate must be able to obtain Public Trust clearance.


+ Candidate must have lived in the United States at least three (3) out of the last five (5) years.


**PREFERRED QUALIFICATIONS:**


+ US citizen or a Green Card holder


+ Knowledge of health care policy issues related to implementation of the ACA, HealthCare.gov, and Federally-facilitated Marketplaces.


+ Interest in health policy, healthcare reform, and strong commitment to social justice and health equity.


+ Health Care Industry or Centers for Medicare and Medicaid Services (CMS) experience


+ Experience with SnagIt or similar screen capture and recording software.


+ Experience with JavaScript or similar programming language.


+ Ability to set priorities, manage time, and work under time constraints.


+ Working knowledge of health care and related issues.


+ Flexibility to take on a variety of tasks (e.g., writing, editing, tracking, and project support).


+ Excellent written and oral communication skills and ability to multitask.


+ Sound analytic, problem solving, and qualitative skills.


+ Strong customer service in the form of good work product and project-task management experience.


+ High level of initiative coupled with quick learning ability.


+ Proven team player with a customer service-oriented and solution-focused attitude.
