The Development Services Senior Engineer coordinates Public Works and Engineering customer service functions for the City-County Development Services Center. Primary areas of responsibility include assisting with application intake and distribution, reviewing minor development applications, responding to customer inquiries, developing customer information products and procedures, and coordinating with interdepartmental teams to streamline development processes.



The ideal candidate will have substantial working knowledge of civil engineering principals, professional experience related to land development, strong interpersonal skills and work ethic, and experience and interest working in a customer service capacity. A typical work week will include independent assignments, consultation with subject matter experts, and customer service. Candidates with a proven track record of successful project delivery, attention to detail and deadlines, critical thinking and independent problem-solving abilities, process improvement initiative, and strong written, oral, and graphic communication skills will be highly considered.



Duties/Responsibilities

  • Review and process minor development applications located on private property and in the public right-of-way.

  • Reviews plans and documentation; and coordinates with developers, inspectors, and higher-level and other staff to assess compliance with specifications.

  • Reviews and approves impacts or intrusions to environmentally sensitive lands during the development review process. These lands may be riparian stream buffers, floodplain, or other surface waters.

  • Respond to engineering customer inquiries by email, phone, and in person.

  • Help customers navigate the development process and research engineering-related development questions.

  • Assist with the development of new processes, procedures, information products, and technology solutions.

  • Document, coordinate, and improve major and minor development review procedures across multiple disciplines and departments.



Minimum Qualifications & Experience

  • Bachelor’s degree in engineering, construction project management, or a directly related field.

  • Five years of related engineering and/or project management experience OR equivalent experience.

  • Valid, unrestricted, North Carolina driver's license "or" if you currently have another states driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire.

Additional Preferred Skills

  • At least one year of experience reviewing Floodplain submittals.

  • North Carolina Floodplain Manager Certification.

  • Solid organizational, administrative, problem-solving, and communication skills.

  • Customer service experience.

  • Working knowledge of Access databases, ArcGIS, and Excel spreadsheets.

  • Experience working with municipalities and working across multiple disciplines.

  • Working knowledge of land development and environmental regulations, for example development standards applicable to the City and County of Durham, North Carolina Department of Environmental Quality, FEMA, and the United States Army Corps of Engineers.
