ABOUT THE  DEPARTMENT OF TRANSPORTATION :
The Department of Transportation (MCDOT) plans and implements activities which prevent and correct problems that contribute to the physical decline of county right-of-way infrastructure; ensures fair and equitable services to residents and traveling public throughout the County; and maintains existing infrastructure to ensure a safe transportation network.

ABOUT THE JOB:
MCDOT seeks a  Senior Engineer  responsible for project management oversight and coordination for MCDOT's activities with its Advanced Transportation Management System (ATMS) Capital Improvement Project (CIP). This position will be based within the  Division of Transportation Engineering and Operations (DTEO) , under the  Transportation Management Section.

We ensure that the County has a well-functioning, balanced transportation system that uses our roads more efficiently and supports more walking, bicycling, and transit.

WHAT YOU’LL BE DOING:
MCDOT is responsible for the County’s arterial transportation network with over 300 critical miles of roadways. Operating from its Transportation Management Center (TMC), which includes traffic and transit real-time operations, MCDOT monitors and controls 1,000 traffic signal devices, 250 traffic surveillance cameras, and many Intelligent Transportation System (ITS) devices through its Advanced Transportation Management System (ATMS).

This position performs non-supervisory professional engineering work involved in developing and implementing ATMS and ITS devices and systems.

Duties include, but are not limited to:

  • Although non-supervisory, this employee will coordinate, guide, and review the work of other professional and technical staff, of both in-house and contract support staff, regarding task orders, designs, specifications, system requirements, funding tracking, contracts, managing the planning, and installation.
  • Develop and manage all systems engineering, design, development, and implementation activities for MCDOT's Advanced Transportation Management System (ATMS), the Traffic Signal System Modernization (TSSM) and the Traffic Signal System capital improvement projects to include emerging technologies such as:

Connected Vehicles (Vehicle to Vehicle, Vehicle to Infrastructure, Infrastructure to Vehicle, etc.)

Transit Signal Priority (TSP)

Adaptive Traffic Signal Control (ATSC)

  • Partner with other government agencies to plan and implement a regional ITS architecture for sharing and integrating the real-time elements of the County's transportation management program utilizing ITS, NEMA and NTCIP standards and protocols.
  • Answer telephone inquiries, write letters and emails, and respond to other agency/citizen requests related to assigned projects and programs. 

WHO WE ARE SEEKING:
The ideal candidate is a detail-oriented problem-solver who can create innovative solutions. Good organizational skills are essential to tracking and managing projects. Good interpersonal and communication skills are a significant advantage to a person in this position. Computer skills, especially with Microsoft Office applications, are desired, along with good customer service skills to help resolve residents' concerns.

The selected candidate must have the ability to work independently and as part of a team or in group settings to meet established goals. Speaking clearly and distinctively with a diverse population and over a two-way radio is essential.

The position requires work schedule flexibility and may require occasional after-hours and overtime work. The incumbent must be accessible after hours if immediate system support is needed. This job requires the employee to travel to various job sites on a regular basis.

Experience in one or more of the following relevant knowledge and ability areas is desirable:

  • Advanced Transportation Management Systems (ATMS) as it relates to traffic signal operations/control/maintenance, transportation information gathering/sharing/planning/design/deployment of software based central systems for ATMS.
  • Traffic Engineering and Transportation Systems management and operations.
  • Directing work, managing, leading, and coordinating teams.
  • Oral and Written Communication. 
  • The ability to read and interpret engineering or utility power/telecom design plans.

MINIMUM QUALIFICATIONS:

Experience:  Considerable (five (5) years) experience in Traffic Engineering and/or Transportation Systems Management.

Education:  Graduation from an accredited college or university with a bachelor’s degree in engineering. Registration as a Professional Engineer may substitute for the degree.

Equivalency:  An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

License: Note:  There will be no substitutions for this section.

  • Some positions may require possession and maintenance at all times of a valid Class C (or equivalent) driver’s license from the applicant’s state of residence or the ability to perform work at locations outside the office.  

Selected positions within this class may require a Professional Engineer (PE) certification acceptable to the State of Maryland for the performance of job-related duties.
