Job Description and Qualifications

Air Products and Chemicals, Inc., a world-leading industrial gases company, has an immediate opportunity for a Proposal Manager at our World Headquarters and Regional Engineering Center in Allentown, Pennsylvania.

The Proposal Manager's principal accountability is to support the commercial leads in winning profitable business with proper plant concept selection, scoping and estimating, while managing and communicating capital, technical, execution and operational risk. Opportunities are based on the Air Separation Product Line offerings, ranging from small to large cryogenic Air Separation Units and Liquefiers. Projects handled by the Air Separation Engineering Team can range in value from $20MM to $500MM+.

Major Responsibilities:
Estimate: Estimate accurately and expeditiously, the best value proposition (capital and/or total evaluated cost) necessary to win and maximize profit consistent with commercial objectives. Bids can range in accuracy from Class 0 to Class 2 and may be used for many different commercial purposes (screening, budget bid, firm bid etc.).

Manage: Manage the bid process by organizing, conducting and documenting initial bid evaluations to determine resources required and setting the general direction of the proposal work. Prioritizes the bid team's work to develop proposals within typically challenging deadlines.

Scope: Unearth all relevant scope definition to develop an opportunity Basis of Design and value improve to find the best technical/economic solution. Work directly with customers and partners to develop proposal scope and responsibility matrix.

Help Sell: Help sell the offer by exceeding customer expectations including writing and reviewing proposals, representing Air Products' technical capabilities, responding to follow up questions from customers, visits and identifying added value/differentiating from competition.

Commercial: Manage SE budgets, soliciting and analyzing lost order reports. The Proposal Management Engineer is a key member of the customer engagement team with the ability to highlight advantages of AP plant solutions.

The position supports the Americas business and may require travel. Position requires ability to manage multifunctional teams as well as ability to promote teamwork and cooperation. The Proposal Manager must have the ability to influence others, take ownership of work, be achievement driven, hold others accountable, share expertise, have the ability to understand customers, manage bid resources, think conceptually, seek information and develop business expertise.

Qualifications:
Bachelor's degree in Engineering or equivalent
Minimum of 8 to 10 years' experience in a similar work environment.
Previous project/proposal development, project engineering, or product development/ownership/management experience is a plus.
Demonstrated strong leadership skills, with the ability to be assertive, persistent, and hold people accountable to commitments.
Strong organizational and administrative skills.
Demonstrated strong skills in the use of Microsoft Excel, PowerPoint and Word.
Exceptional written and verbal communication skills, demonstrating the ability to communicate appropriately at all levels of the organization, leading meetings, and managing conversations effectively with high level management.
Ability to work effectively within a global team, interfacing with team members in various countries, as well as management in the US.
Ability to work independently, being accountable for accomplishing work with minimal supervision.
Strong analytical and problem-solving skills, and the ability to take initiative with an entrepreneurial attitude.
Knowledge/understanding of Engineering and Manufacturing work practices. (Engineering, Design, Fabrication, Construction).
