About the Position

The Operations Group Director is an executive leadership position that reports to the Water Bureau Director and is responsible for managing and leading the 144-employee Operations Work Group. The position serves as a key member of the bureau’s executive leadership team collaborating on bureau-wide policy and strategic planning, work culture, and priority setting.


As a member of the executive leadership team, this position will partner with the Bureau Director and peer group directors and managers to collectively identify and set bureau priorities, develop annual budgets, deliberate and decide on critical bureau policies, and help implement the bureau’s Strategic Plan (Download PDF reader). As group director, the position is tasked with managing and leading the operations functions in accordance with city core values and the Water Bureau’s mission, vision, and values with a particular commitment to the bureau’s Plan to Advance Equity, Diversity, and Inclusion (Download PDF reader). This essential equity work is expected to address both water users’ and employees’ needs and experiences. The position has significant visibility both within and external to the bureau and requires senior-level communications and social context skills to productively interact with a variety of stakeholders, including water consumers and community advocates, businesses, peer drinking water utility managers, regulators, City labor representatives, elected officials, and news media.

Duties and responsibilities include:

  • Managing drinking water operations and safe drinking water regulatory compliance functions while participating as a bureau-level leader at the executive level.

  • Leading the organization’s operational decisions in collaboration with other internal stakeholders and with periodic input from key external stakeholders including regulators, elected officials, and advocates.

  • Making decisions at the executive leadership level to set bureau-wide and city policy and address bureau and city core values.

  • Communicating periodically regarding the drinking water system and regulatory functions, policies, and objectives in collaboration with the Bureau Director, Deputy Director, and Communications Director.

  • Monitoring and reporting on operations systems and programs in collaboration with Operations Group managers, determining and communicating key performance indicators, identifying opportunities for improvement, and ensuring relevant data is reliable and accurate.

  • Setting strategic long-term direction and relevant milestones for Operations division managers and staff, while providing decisive feedback on fast-paced, day-to-day, continuous operational issues and questions.

  • Contributing strategic communications and editorial direction on clear and relevant communications to regulators, elected officials, and the general public on drinking water operational and regulatory issues in written reports, PowerPoint presentations, web content, and social media posts, employee scripts, and talking points.

  • Presenting and explaining technical processes and policies affecting drinking water operations and regulatory compliance to a variety of important internal and external audiences unfamiliar with the technical details of drinking water systems and regulatory structures including partner service agencies, elected officials, and the news media.
