Duties


This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.



This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.





As a INFORMATION TECHNOLOGY SPECIALIST (DATAMGT) at the NH-2210-3 some of your typical work assignments may include:


  • Serves as Information Technology (IT) Specialist focusing on data integration for Joint Transportation Management System (JTMS) and normalization of data across multiple systems and environments according to established commercial and DOD data standards and combatant command policies.

  • Acts as a technical data expert concerning Policy and Planning including the development of policies, short and long range Information Technology (IT) planning and associated processes covering the General Fund Enterprise Business System IT programs ensuring the JTMS program's data is uniform, consistent and in compliance with higher authority policies and guidelines , etc.

  • Partners with other DOD data subject matter experts to perform work necessary for planning, development, implementation, and administration of system-specific and enterprise-wide system data related to JTMS.

  • Plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades.

  • Ensures the rigorous application of information security/information assurance policies, principles, and practices in the conduct and oversight of Data Management and Policy and Planning functions

  • Travel by regularly scheduled passenger, military, or commercial aircraft in the performance of temporary duty assignments may be required

  • Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position

  • Bachelor's degree in Computer Science, Information Technology, Information Systems, or other related fields is highly desirable

Qualifications


You may qualify at the NH3, if you fulfill the following qualifications:



A. One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service as listed below:
  • Apply knowledge of the Software Development Lifecycle, Agile, and Development, Security, and Operations (DevSecOps) principles.

  • Advises and implements current IT architectural concepts, frameworks and new and emerging, IT, cybersecurity, cloud, and data related technologies.

  • Interpret and apply Federal Acquisition Regulations (FAR) and laws governing the administration, acquisition, and management of contracts.

  • Develops and coordinates processes and projects to apportion, allocate, and integrate critical IT resources.




Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:


Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

Education


Substitution of education may not be used in lieu of specialized experience for this grade level.

This is a Non-Critical Acquisition Position. This position is part of the Acquisition Professional Development Program (APDP). The employee is expected to meet the functional area certification requirements within the timeframe range of 1 - 5 years from appointment date into the position. The employee and manager are responsible for ensuring completion within the given time period.





Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.




This is a cybersecurity position. The employee must attain and maintain the appropriate DoD approved cybersecurity baseline Certificate(s) applicable for cybersecurity functions required for the DoD position held, within six months of filling the position, IAW DoD 8570.01-M or DoD 8140




Completion of Professional Military Education (PME) - Senior Developmental Education (SDE) or Joint Professional Military Education (JPME) II is highly desirable.
