Role and Responsibilities:

The primary responsibility of the Proposal Manager is the management, writing, designing, and production of competitive proposals for the Care Coordination, Professional Clinical Staffing, and Quality Improvement Services business units. This position requires exceptional writing skills combined with the ability to multi-task on various pursuits.

Knowledge/Skills/Abilities:

Lead proposal development responses in a detailed, thorough, and timely manner to include strong research, business writing, editing, and proofreading skills. Proposal management responsibilities include:

  • Manages the proposal development process throughout all stages from pre-RFP to final submission including but not limited to:  RFP analysis and review, scheduling and facilitating proposal kick off and development calls; gathering questions for the client and liaising with subject matter experts / final production including Orals presentations/Best and Final Offers (BAFO).
  • Oversee and participate in searching for new business opportunities utilizing GovWin, BidPrime, and State procurement portals.
  • Coordinate go/no-go decisions with Business Unit heads.
  • Prepare and/or review statements of qualifications/capabilities.
  • Collaborate with multiple resources [i.e., Business Development/Marketing Teams, Operations, Finance, Subject Matter Experts (SME)] for the timely and complete delivery of quality winning proposals.
  • Manage multiple projects and use effective project management tools to successfully:

         Lead in analyzing the bid requirements against the proposal template outline to ensure both compliancy and responsiveness.

         Develop and/or manage compliance matrices aligned with the requirements of the RFP.

         Establish proposal schedules including deadlines, writing, pricing, and status meetings in relation to the bid effort.

         Work with Subject Matter Experts for pricing development.

         Prepare project plans, agendas, and minutes to weekly project status meetings.

  • Manage the maintenance and organization of the proposal library to include: files, templates, and projects used in production of proposals (i.e., Salesforce, SharePoint, etc.).
  • Oversee production of final electronic deliverables and/or final hard copy deliverables, including printing, collating, binding, and packaging.

Required Experience:

  • Five years of experience in making recommendations as part of the organization’s Leadership team.
  • Interpersonal skills sufficient to provide effective support for Team personnel and direct reports.
  • High level of initiative, self-direction, and accountability for actions required.
  • Skill in promoting multidisciplinary collaboration; ability to act as a facilitator, and change agent required.
  • Analytical ability to assist staff, as well as resolution of complex issues.

Education:

  • Bachelor's Degree required in Business, Communications, Journalism, or English or equivalent of eight to ten years of proposal management experience.
