CLASSIFICATION SUMMARY:

The ideal candidate for this role is a passionate technologist who loves solving problems. An agile thinker who can quickly adapt in a collaborative, high-performance culture. We are looking for someone who is a wizard at the white board, has an aptitude and general interest to quickly learn new and emerging technologies, and can use critical thinking to define compelling solutions.

ESSENTIAL FUNCTIONS:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities.



Provides technical and functional support for the city’s business applications, and collaboratively works with others to develop and implement cost effective solutions to business problems. Conceptually understand the city partner’s and/or IT management business requirements and translate them into architecture, design and development activities for our large web based solutions such as Oracle ERP, Esri and Cityworks.

Designs and implements strategic goals for maintaining enterprise applications.

Provides support representation in complex solutions and collaborates with technical teams to define initial architectural approaches and identify potential challenges and associated solutions.

Sets expectations for how the products function and they will decide the areas where organizational spending can be most useful to advance the city department and/or the city as a whole.

Contributes to the continuous improvement of delivery methodology and planning guidance as well as documenting standard requirements and processes for all technical solutions.

Works across multiple department engagements at the same time as well as key internal initiatives.

Creates and manages a city-wide technology software application inventory, establishing standardized applications for each key category, and helping drive application scalability across city departments.

Assists with high-level technical overviews during Request for Proposals and prior to kicking off a project; working with vendors to assess vendor products, understand vendor’s delivery models and assist in implementing them.

Works closely with vendors to ensure relevant technical strategies, policies, standards, and practices are applied correctly across technology programs/projects and products.

Ensures high quality and scalable technical solutions are implemented.

Monitors the progress and the quality of a project and review and develop due diligence to confirm the developed solution complies with architectural design.

DEPARTMENT SPECIFIC DUTIES (if any):




MINIMUM QUALIFICATIONS:

Bachelor’s Degree in Computer Science, Engineering, Information Technology or a related field and seven (7) plus years of experience working in Information Technology to include 3+ years of experience working in cloud-related technologies or any combination of equivalent experience and education.




Familiarity with various operating systems (e.g. Windows, UNIX) and databases. Progressive history in Modern Cloud (AWS, GSP), Enterprise DevOps, Object Oriented Development, Front End Development, Automation Test Frameworks, Mobile Application Development

Experience in service-oriented architecture (SOA)

LICENSING AND CERTIFICATIONS:

CJIS certification.

KNOWLEDGE AND SKILLS:


Ability to proactively translate and articulate business needs into technology solutions; able to communicate complex problems and solutions effectively to a broad range of audiences; deep understanding of foundational technologies and a proven ability to quickly come up to speed with new technologies; understands the latest in cybersecurity; knowledge of network topology (LAN, WAN); experience with software development and system administration; help detect and drive overlapping strategies across business areas; identify gaps in processes and explore automation capabilities (such as RPA); contribute to technology strategy, principles, standards, and best practices; develop multi-year strategic roadmaps in partnership with business and technology leaders; get hands on and lead adoption of new technologies with business and technology teams; ability to mentor and coach other team members; ability to see big-picture designs from basic specifications; Must demonstrate a sense of urgency and initiative; must be adaptable to changing priorities and needs; working knowledge with TOGAF; having a good understanding of design and architecture principles; takes responsibility for commitments; passionate about applying technology strategy to achieve business outcomes; build external alliances with industry experts and strategic vendors; determine organization needs and identify system specifications; analyze the needs of large systems and breaking them down into smaller manageable parts; plan and design the structure of technology systems, discuss these with the client; strong leadership, communication skills (written and verbal); effective communication skills to explain best products and systems to client; choose suitable software, hardware and suggest integration methods; foster a positive work environment by promoting teamwork and open communication.

Positions in this class typically require reaching, fingering, grasping, talking, hearing, seeing and repetitive motions.

WORK ENVIRONMENT:

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
