About this Unit:


This unit exists to support the Human Services system by managing departmental financial operations and resources, to accomplish effectively and efficiently the fiscal and accounting functions related to the diverse programs within the Department of Human Services, to provide fiscal support related to sources and uses of funds to program and budget management, to provide timely and accurate financial data and reports in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, Federal regulations, and State fiscal rules and accounting controls.


About this Position:

This position exists to provide support to agencies within the Department of Human Services by performing the following functions:


  • Assist payroll manager in all aspects of the department management and production

  • Review Rules, processes and implement systems related to leave and pay reporting for new rules and changes

  • Assist in providing direction to first level supervisors on work products and staff management

  • Assist with department schedules and multiple deadline calendars for the department

  • Interface with the training group, the leave case group, supervisors, time systems administration group, accounting department, HR and benefits groups, Union groups and with employees

  • Reconcile benefits related to payroll details for payments, collections and NTD

  • Reporting and reconciliations for the department

  • Apply generally accepted accounting principles, federal, state and department rules and regulations to resolve non-routine issues, disputes and questions concerning hours worked, leave and overtime calculations, and payroll calculations and adjustments for employees

  • Ensure compliance

  • Provides customer service

  • Supervise, coach and train the payroll and timekeeping department


Knowledge, Skills & Abilities

  • Demonstrated working knowledge of Generally Accepted Accounting Principles and Practices;

  • Demonstrated working knowledge of Microsoft Office suite, specifically Word, Excel, & Access;

  • Demonstrated working knowledge and experience working with complex accounting systems, such as CORE or similar product;

  • Ability to locate and identify discrepancies utilizing spreadsheets and other written communications;

  • Demonstrated working knowledge of payroll concepts and practices

  • Demonstrated working knowledge of time reporting concepts and practices

  • Ability to work with confidential information, and maintain confidentiality;

  • Ability to derive facts quickly, methodically, and accurately;

  • Ability to develop constructive and cooperative working relationships with others, and maintain them over time;

  • Ability to derive logical conclusions from available information, utilizing a combination of judgment and formal guidance, in order to determine if departmental objectives have been met;

  • Ability to interact with various stakeholders, both internal and external to the unit, and able to demonstrate a strong customer orientation and dedication; and

  • Excellent communication skills with all levels of contacts

  • Ability to set and prioritize workload, identify short- and long-term goals and develop strategies to achieve them, and coordinate with internal and external business partners.

Education and Experience:


Four (4) years of professional accounting experience.


AND


Bachelor's degree from an accredited institution in accounting.



Substitutions:


Bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing, Math, statistics, finance coursework will substitute for the degree requirement.


Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.


Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the professional accounting experience.


Additional appropriate education will substitute for the required experience on a year-for-year basis.


Definition of Professional Experience: While not fully encompassing, professional accounting experience is defined by the Colorado Department of Human Services as work that typically involves the following components:

  • Analysis of financial transactions to determine accuracy, completeness, and conformance to established policies and procedures and generally accepted accounting standards

  • Preparing, analyzing, and interpreting financial reports, statements and records, (e.g. balance sheets, profit and loss statements, amortization and depreciation schedules)

  • Assembling data and creating financial projections

  • Developing, implementing, modifying and documenting accounting systems

  • Reconciliation of accounts

  • Calculating and estimating effects of proposed changes in operating programs or accounting operations;

  • Auditing processes

  • Revenue recognition & contract completion recognition

  • Account troubleshooting and problem solving

  • Implementing and/or designing of financial controls

  • GL system maintenance

  • Making account recommendations

Preferred Qualifications:

  • Strong preference will be given to candidates who possess a bachelor's degree in accounting, or have 27 credit hours of accounting or auditing coursework from an accredited college or university

  • Demonstrated proficiency with Microsoft Office software, specifically Excel and Access

  • Demonstrated experience working with CORE (Advantage)

  • Demonstrated experience working with Payroll (CPPS System)

  • Preference will be given to candidates with public-sector and/or government accounting experience

  • Demonstrated knowledge and experience with program accounting principles and practices with human-services related programs

  • Preference will be given to candidates who demonstrate having greater depth of experience and knowledge related to accounting principles and practices

  • Individuals with prior data systems management experience

  • Individuals with Kronos Work Force Dimensions experience

  • Individuals with experience in scheduling tools

  • Individuals with experience in ticket system management

Conditions of Employment:

The successful candidate in this position must be willing and available to submit to the following conditions:

  • Must be willing to submit to and able to successfully pass a criminal background check.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
