SUMMARY

The Senior Accountant III (Part-Time) works in support of the USDA Credit Reform Accounting and Financial Support Services contract. The Senior Accountant III (PT) has a significant amount or relevant experience and is expected to perform with a greater amount of independence, as well as providing leadership with the team. This position analyzes data, performs testing, documents work performed, assists in the development of deliverables and supporting solution methods prescribed by supervisors and managers.

The Senior Accountant III (PT) will have experience with general ledger and budgetary/financial analysis to support the U.S. Federal government. This position will support monthly budgetary/accounting operations, audit inquiries, general ledger reconciliations, program management and internal controls requests.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Prepares Commodity Credit Corporations (CCC) Subsidiary Ledger Financial Support.

Performs Credit Reform General Ledger Accounting Functions.

Provides support to Foreign Programs Team (FPT).

Provides support to Foreign Debt Related Functions.

Works with Automated Public Law 480 Umbrella System (APLUS) Information Technology Project Planning.

Prepares and analyzes monthly reports and special reports, as assigned. Ensures adherence to all closing deadlines.

Conducts research using generally accepted accounting principles and/or FASAB and applies findings to work assignments.

Prepares journal entries and posts to automated general ledger system.

Provides general ledger and budgetary/financial analysis to support the monthly budgetary/accounting operation, and general ledger reconciliations.

Provides financial analysis/reporting support for monthly financial statement compilation and variance selection/explanation.

Provides support to audit PBC’s and internal control requests.

Responds to management requests; completes assigned tasks with accuracy and in a timely manner.

Helps provide research to inquiries received from a variety of sources. May work closely with other departments and/or vendors in execution of daily duties.

Relies on judgment and experience to plan and accomplish goals.

Responsible to always provide superior customer service.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE REQUIRED

Bachelor’s degree and minimum of four (4) years’ relevant experience. Must have four (4) years or more of experience in accounting and/or financial analysis (Federal Budgetary Accounting, Credit Reform experience preferred). Accounting or Finance degree preferred.

CERTIFICATES / LICENSES / REGISTRATION

U.S. Citizens / Green Card only due to government or federal requirement.

Ability to obtain required secuirty clearance per specifications of government agency

CGFM/CPA preferred.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge of Financial Reporting and Reconciliation.

Knowledge of Financial Analysis.

Knowledge and understanding of GAAP and/or FASAB standards and guidelines.

Familiarity with TFM USSGL.

Familiarity with Financial Management Modernization Initiatives.

Strong analytical, problem-solving skills, critical thinking skills and ability to make decisions and think independently.

Strong knowledge in MS office to include Word, Excel, Access, PowerPoint, Outlook, and other software suites.

Demonstrated experience with executing assigned tasks to meet technical objectives.

Excellent communication skills and a customer service focus.

Solid organizational skills relevant to carrying out day-to-day responsibilities.

Proficient in verbal, written and listening skills.

Ability to conduct thorough financial Analytics.

Detail-oriented with ability to effectively multi-task.

Ability to learn and apply new knowledge in a fast-paced environment.

Ability to effectively work both independently and in a team environment.

Ability to perform work in a collaborative environment with other organizational domains.
