The mission of the Department of Permitting Services is to provide safe and secure communities and to contribute to the economic vitality of the County by providing the highest quality of public service while ensuring compliance with Montgomery County’s development and construction standards. Currently, there are three positions available in Land Development/Water Resources and Right of Way.

This Permitting Services Specialist position is responsible for performing detailed reviews and analyses of sediment control, stormwater management and public right of way/roadway plans for compliance with applicable engineering principles and practices and county, state and federal codes, laws, and policies. The applicant must be familiar with roadway geometric design, storm drainage, pedestrian and bicycle facilities, roadside safety design, roundabout design, access principles, utilities, cost estimation, stormwater management including application of current Environmental Site Design (ESD) and structural standards per Maryland Department of the Environment (MDE) and County requirements, sediment control design standards per the latest MDE and Department of Permitting Services (DPS) standards, and a knowledge of floodplain design and permitting requirements.

This Permitting Services Specialist will be required to meet with engineers, architects, surveyors, attorneys, developers, contractors, other government agency staff, and property owners as a subject matter expert to discuss/resolve engineering and code/policy compliance issues. The ideal candidate works effectively as a team leader or participant to establish and maintain effective working relationships. The nature of the work requires the ability to communicate effectively both orally and in writing.

The selected Permitting Services Specialist may provide instruction and guidance to lower level Specialists and Permit Technicians for permit issuance. The candidate selected will be fully and technically responsible for the work assigned, and for independently planning and carrying out projects or assignments from the least to most difficult in complexity, based on overall policies and objectives, accepted engineering/scientific principles and practices, and available resources. The selected candidate may be called upon to develop and propose new approaches, methods, procedures, or criteria, such as amended codes, operating manuals, policies and procedures.

The position may be under-filled at the Permitting Services Specialist II , grade 24. Salary: $64,102 - $106,250. Certification : Requires one of the following: Certified Professional in Sediment and Erosion Control (CPESC), Certified Floodplain Manager (CFM), or Professional Engineer (PE) in the State of Maryland is required for promotion to the Senior Permitting Services Specialist.

This position requires the ability to attend meetings or perform work at locations outside the office.

Minimum Qualifications

If filled at the Senior Permitting Services Specialist, grade 26 :

Experience : Five years of professional experience in an engineering/technical field in sediment control, stormwater management and roadway design elements.

Education : Graduation from an accredited college or university with a bachelor’s degree in Sediment/Erosion Control Engineering or any related field.

Equivalency : An equivalent combination of education and experience may be substituted.

If under-filled at the Permitting Services Specialist II, grade 24 :

Experience : Three years of professional experience in an engineering/technical field in sediment control, stormwater management and roadway design elements.

Education : Graduation from an accredited college or university with a bachelor’s degree in Sediment/Erosion Control Engineering or any related field.

Equivalency : An equivalent combination of education and experience may be substituted.

Preferred Criteria

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

  • Knowledge of the applicable codes, statutes and regulations in sediment control, stormwater management compliance and road code and storm drainage criteria.
  • Experience applying the most complex principles and practices of the engineering/technical field in sediment control, stormwater management, public rights of way.
  • Experience performing technical review of engineering design drawings and plans for construction, interpret applicable County Codes, ordinance and regulations pertinent to the enforcement of road code and storm drain criteria.
  • Experience performing technical review of roadway geometrics and design features such as horizontal curves, vertical profile grades, super elevation runoff and tangent runout, etc..
  • Experience with customer-service and client-focused service-delivery systems, including a permitting system and electronic plan review software.
  • Experience negotiating complex agreements with engineers, developers, contractors, and governmental professionals to bring about compliance with applicable permitting, engineering, and code requirements.
