POSITION SUMMARY

The City of Fairburn is seeking a collaborative and innovative professional to provide the highest level of leadership, management, and strategic direction to the Department of Planning and Zoning.

The Planning & Zoning Director provides leadership to the Planning & Zoning Department and is responsible for evaluating, assessing and making recommendations to City Manager and City Council with respect to comprehensive short-term and long-term planning activities, ordinance development, and land development for the City. The Planning and Zoning Director is highly visible in the community and performs complex professional work in contributing to the effective long-range planning and zoning for the City. Reports to the Assistant City Administrator. ESSENTIAL DUTIES AND RESPONSIBILITIES



Provides leadership and strategic direction for determining priorities, goals, and objectives to meet community and environmental planning needs.



Plans, organizes, and coordinates complex project activities including the development and implementation of the Planning and Zoning Commission recommendations and the City"s comprehensive plan.



Evaluates, assesses, and makes recommendations to the City Administrator and City Council with respect to planning.



Develops and implements technical planning procedures and operations; administers the City"s zoning, development, and landscape ordinances; drafts ordinances consistent with the goals and objectives of current and future needs of the city; prepares and recommends amendments to ordinances and regulations.



Administers applicable ordinances through permit reviews and analyses, including land use permits, plats, new development permits, site and development standards for building permits, and zoning-related applications.



Responsible for coordinating with the City Administrator"s Office for placement of planning items on City Council Agenda; ensures reports, studies, and plans are appropriately processed in accordance with federal, state, and City ordinance and policies.



Prepares necessary staff reports for presentation to affiliate boards, i.e., Planning Commission, Board of Appeals and Art Advisory Council.



Evaluates land use proposals to ensure compliance with applicable City, State, and Federal laws; supervise the evaluation of land use proposals for conformity to established plans and ordinances.



Coordinates and oversees Planning and Zoning Commission meetings; makes recommendations and implements changes as directed by the Commission.



Attends all required meetings: Planning and Zoning Commission Meetings, City Council meetings, Art Advisory Council, Board of Appeals meetings with the City Administrator, Assistant City Administrator, etc.



Responsible for overall management of the department; including budget research, development, preparation and budget monitoring to ensure cost effectiveness. Ensures that purchasing and financial transactions are properly conducted in accordance with City policies and procedures.



Selects, supervises, and evaluates the work of the planning and zoning and code enforcement personnel; conducts staff meetings, promotes staff collaboration, innovation, and critical thinking; assists with complex situations, and provides technical expertise; oversees and performs employee evaluations.



Manages special projects dealing with the City"s Community Garden Plan and Creative Placemaking Strategy.



Perform other duties as assigned.



MINIMUM QUALIFICATIONS:

Requires a Bachelor"s Degree in Planning, Business Administration, Urban Policy, Public Administration, Civil Engineering, or a related field, and five (5) years of progressively responsible municipal planning and zoning experience or an equivalent combination of training, education, and experience and three (3) years of supervisory experience. A Master"s degree preferred. Local Government experience a plus.

CERTIFICATION REQUIREMENT



American Institute of Certified Planners (AICP) certification from the American Planning Association desirable or the ability to obtain certification within two (2) years. Certified Public Manager (CPM) desirable. ADDITIONAL REQUIREMENT:

BACKGROUND: - An acceptable general background check to include a local and state criminal history check and a valid Georgia driver"s license with an acceptable driving record. REQUIRED KNOWLEDGE, SKILLS, & ABILITIES

REQUIRED KNOWLEDGE



Comprehensive knowledge of planning and development principles, procedures, and techniques, code administration, and ordinance development and enforcement, and their implications on land use and environmental matters.



Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff.



Knowledge of all pertinent federal and state law and regulations of land use and zoning.



Knowledge of modern business practices including information technology advances.



Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction.



REQUIRED SKILLS



Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving routine matters. Considers the relative costs and benefits of potential actions to choose the most appropriate one.



Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy. Proficient with Microsoft Office Suite (Outlook, Word, PowerPoint and Excel).



Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.



Uses logic and reasoning to understand, analyze, and evaluate complex situation; performs additional research to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches.



REQUIRED ABILITIES



Ability to develop and maintain collaborative and professional relationships with all levels of management to include representatives from other departments and organizations.



Ability to effectively communicate ideas and proposals verbally and in writing, to include the preparation of detailed reports and statistics.



Ability to use logic and reasoning to analyze and evaluate complex planning and zoning situations and make appropriate decisions.

Requires the ability to exert light physical effort in sedentary to light work.
