The Business and Regional Avionics business unit at Collins Aerospace is seeking a Project Engineer/Technical Program Manager (PE/TPM). The ideal candidate will have experience managing multiple projects and oversee all aspects of a project from defining requirements to evaluating project deliverables. The role will involve coordinating and navigating complex topics across a vast portfolio of programs and projects. The role will work closely with Value Stream Leaders (VSL’s) to assure projects remain on budget and schedule. In event of resource conflicts, the PE/TPM will work with the VSL’s to determine project and resource prioritization. This position will be in a multi-disciplinary team environment and will need to be able to thrive on tackling challenges, as the position requires the use of problem-solving skills in a hands-on work environment to address problems and implement appropriate design or process changes. The role requires excellent communication and negotiation skills


The position is based in Cedar Rapids, Iowa but working remotely is an option for ideal candidates based in the US.


Responsibilities for this position include:


  • Provide PE/TPM leadership and technical project management for assigned projects.

  • Represent Collins to multiple customers on a broad number of issues.

  • Responsible for supporting/managing program SOWs. Responsible for creation and execution of detailed technical schedule. Work with VSL’s to create and maintain estimates of schedule, budget, and staffing while ensuring the project remains on schedule and budget.

  • Identify and mitigate project risks to mitigate risks from becoming issues. Ability to analyze data and determine appropriate actions to correct program problems before they impact the overall program.

  • Records and documents delays, changes in scope, and any other incidents that impact the scope of work or schedule to ensure smooth project operations.

  • Performs critical path analysis and prepares and implements work-around plans to ensure the successful completion of projects.

  • Prepare presentations and present program status, milestones, risks, mitigation plans, etc. at regularly scheduled program reviews.

  • Work intimately with IPT's to achieve program success

  • Collaborate with functional leaders to manage project resources.

  • Regular communication, interface and coordination with customers including being a point of contact for technical inquires.

  • Training and mentoring other engineers, other TPM and VSL.


Basic Qualifications:


  • Bachelor’s degree and 10 years of prior relevant experience OR

  • Advanced Degree in a related field and minimum 7 years of experience OR

  • In absence of a degree, 14 years of relevant experience is required

  • Engineering/Other Technical Positions: Bachelor’s degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations

  • Knowledge and experience working with civil regulatory and certification requirements (DO-160/178/254 ARP-4754/61)

  • A strong communicator with others, both written and verbal.

  • Experience and ability to effectively use Microsoft Project, PowerPoint, and Excel.

  • Demonstrated self-starter personality traits as well as the ability to work autonomously.

  • Experience in the areas of EVM, CAM, Change Management, and Risk Management.

  • Knowledge of Engineering processes and tools, and the ability to manage complex, organizationally matrixed projects.

  • Working knowledge of project schedules (IMS), Month end reconciliation activities.


Preferred Qualifications:


  • Previous experience as a Project or Program Manager that has had significant cost and schedule responsibility.

  • Advanced Project Management degree or certification (example PMP)
