In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into, must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer, interclass transfer, and voluntary demotion. These different transfer types are defined as:
  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job class. In addition, the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into, must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion, either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance, Section 2.78.294, or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance, Section 2.78.228 defines demotion.

Level I - $5,792.46 - $6,385.83/month
Level II - $6,968.67 - $8,893.14/month


Assistant Electrical Engineers (Level I/II) are responsible for a variety of professional electrical engineering work in connection with the design, construction and inspection of electrical facilities and installations.
 Knowledge of
  • The principles and practices of electrical engineering as applied to design, construction, inspection, operation, maintenance, repair and improvement of public works type installations, such as water supply systems, wastewater treatment plants, pumping stations, and public buildings
  • Computerized control systems and instrumentation
  • Applicable building codes and safety regulations
Ability to
  • Design electrical facilities and installations
  • Review plans and specifications
  • Estimate costs and perform cost analysis
  • Write technical reports and correspondence
  • Inspect electrical installations and equipment
  • Maintain effective working relationships with fellow workers and the public
  • Assign and direct work of others
Minimum Qualifications

Either: 1. Graduation from a curriculum in Electrical Engineering accredited by the Engineers Council for Professional Development.

Or: 2. Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers.

Note: The Assistant Electrical Engineer is a single class with two salary levels. The level at which appointment is made and when advancement occurs are at the discretion of the appointing authority. Incumbents may advance from the Level I to Level II provided they have demonstrated the ability to perform the responsibilities required at the higher performance level.

General Qualifications

Driver's License:
A valid California Driver License, Class C or higher, is required prior to appointment to this class. Failure to maintain a valid Driver's License may constitute cause for termination from this class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Certification Requirements:
Per Health and Safety Code, Sections 18949.25 – 18949.31, incumbents may be required to obtain a certification from a recognized state, national, or international association, as determined by the County, within two years of date of hire or assignment.

Some positions in this class require incumbents to complete one year of verifiable experience in the appropriate field, and one year thereafter, to obtain certification from a recognized state, national, or international association, as determined by the County. In addition, persons appointed to this class might be required to complete a minimum of 45 hours of continuing education every three years. The County may determine appropriate providers of continuing education such as community colleges or organizations affiliated with code enforcement.

Any person currently and continuously employed by the County as an inspector, plans examiner or building official, for not less than two years prior to January 1, 1996, is exempt from the certification requirements as outlined above.

Note: Failure to meet the required certification requirements may constitute cause for termination from this class in accordance with Civil Service Rule 11.4.

Physical Requirements:

Work hours:
frequent: working in excess of 40 hours a week;
occasional: working irregular hours, particularly during emergency situations.

Emotional/psychological: 
frequent: having public contact, making decisions effecting health and safety of employees/residents, responding to changing priorities.

Visual: 
frequent: good overall vision, reading, close-up work, and peripheral vision. Some positions require the ability to discern the full spectrum of colors.

Hearing:
frequent: hearing normal speech and on the telephone

Talking:
frequent: talking in person and on the telephone

Mobility:
frequent: performing keyboard operations and sitting for long periods;
occasional: walking on uneven terrain at construction sites, etc.
