Occupational Summary Responsible for conducting research and plan analysis in order to provide and maintain benefits plans that meet the needs of Duke's employees and support organizational objectives. This position leads efforts to improve Duke health benefit plans by developing programs that result in increased service and value to Duke and its employees. The Health Plan Manager will coordinate with the Associate Director Health & Welfare Benefits, other Plan Managers, and other Human Resources/Benefits team members to ensure effective administration, communication, and customer service. The Health Plan Manager also has responsibility for ensuring that active and retiree medical and pharmacy benefit plans are compliant with all regulations and for completing required disclosures, assisting with ongoing financial analysis, and ensure plans are managed within guidelines. Work Performed Review benefit plan provisions and formulate design changes, under the direction of the Associate Director and in support of Duke's benefits and organizational strategy, that consider and coordinate with other Duke sponsored programs. Explore highly competitive, cost-effective options to meet the needs of employees, and that are consistent with Duke's business strategy. Survey plan design best practices and stay current on emerging trends and new developments in the field. Interface with external consultants on benefits plan changes. Interpret plan provisions and recommend policy positions on escalated issues and other matters involving plan benefits. Provide guidance and interpretation to other Benefits and HR practitioners in areas where plan provisions or regulations are unclear. Study and evaluate changes to legal and regulatory requirements, implement plan design changes to ensure compliance, and manage ongoing adherence to plan compliance requirements. Maintain and apply understanding of legal and regulatory impacts, ERISA, DOL, IRS, accounting, auditing, actuarial valuation, corporate disclosure, to help ensure operational compliance. Coordinate with HR and Benefits team members to provide technical support in the development of benefits-related communications to employees. Counsel Analysts and HR call center representatives on benefits related issues. Manage annual Plan review and annual audit processes, as well as any applicable non-discrimination testing, tax filings, notice delivery, and plan compliance requirements. Manage carriers and vendors with respect to contracts, performance standards, plan coverage and renewals. Required Qualifications at this Level Education/Training: Requires a bachelor's degree from an accredited institution, preferably in human resources management or related field. A Master's Degree is preferred. Certified Employee Benefits Specialist (CEBS) or other benefits related coursework preferred. Experience: Work requires five years' experience in the employee benefits field, with at least two years serving in a managerial capacity. The ideal candidate will have at least 6-8 years' experience in employee benefits, and practical experience with self-funded active and retiree health benefit plans. Must be proficient in computer software and the latest electronic technology.
