Galveston County Health District is seeking a Chief of Staff!

This position is responsible to serve as a chief advisor and perform highly responsible professional, executive, administrative and technical management work by assisting the Chief Executive Officer in carrying out the functions and activities necessary for the effective and efficient operation of the Galveston County Health District. Applies professional judgment and attends to regular activities, special projects and everyday operational details as delegated by the Chief Executive Officer. Expert judgment and a high degree of executive authority is delegated to act independently on both significant and routine matters.

Required:

  • Bachelor s Degree in Business Administration, Public Administration, Health Administration, or closely related field. Master s degree strongly preferred.
  • Eight (8) + years of progressively responsible professional work experience that involves healthcare administration, program management, operations, and budgeting. At least four years of experience should be at a senior level.
  • Excellent presentation skills and training background and/or experience and understanding of adult learning principles.
  • Ability for spur of the moment transportation without relying on organization vehicles.
  • Must possess or ability to readily obtain a valid driver s license issued by the State of Texas for the type of vehicle or equipment operated.
  • Department of Motor Vehicle check may be required, if applicable.
  • Customer Service Oriented.
  • Excellent written and verbal communication skills.
  • Excellent Computer Skills MS Office.
  • Must be willing and able to work evening and weekend hours if necessary.
  • Must be in compliance with GCHD Immunizations policy.
  • Must be in compliance with ICS training requirements.
  • Must pass criminal background check and drug/alcohol screening.

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role.

Traditional Duties:

  • Assists the Chief Executive Officer with the overall management of the Galveston County Health District.
  • Assists the Chief Executive Officer in carrying out directives, policies, orders, and requests of the Board of Directors.
  • Attends and participates in meetings and work sessions with the Board of Directors.
  • Assesses current practices and management processes in order to implement an appropriate system of policies, controls and procedures. Reviews and recommends new methods and procedures to make operations more efficient.
  • Assists with short- and long-range planning for capital improvements, funding sources, maintenance projects, technology requirements and service initiatives.
  • Responsible for regulatory compliance to ensure that all work is completed and in compliance with all applicable laws and government regulations.
  • Provides general oversight and strategic planning initiatives to improve operations, services, reporting and regulatory compliance.
  • Monitors and evaluates the activities of designated departments. Assists with setting goals and objectives for achievement of operational results. Assigns work and delegates responsibilities to staff and monitors progress to ensure program and project goals are met.
  • Assists with hiring, training, coaching, and evaluating staff assigned by the Chief Executive Officer.
  • Responds appropriately to staff. Addresses complaints and issues. Cultivates strong working relationships and builds trust among staff members.
  • Participates in the preparation and final review of the annual Health District operating budget, capital budget and capital program.
  • Performs periodic cost and productivity analyses to ensure efficient and appropriate use of funding. Utilizes status reports, computerized resources, program feedback, and analytics.
  • Negotiates contracts and agreements related to operations and assigned projects.
  • Meets with business and industry groups, professional and community groups, state/regional and local partners, and other groups to discuss, interpret, promote, advocate and/or explain the Health District s operational policies, programs, objectives or initiatives. Promotes strong relationships.
  • Serves on boards, commissions, committees, and working groups as approved by the Chief Executive Officer.
  • Maintains knowledge and understanding of current best practices, trends, laws, regulations, and issues affecting operations. Attends educational events that will increase and maintain professional knowledge in these areas.
  • Prepares and delivers communications, messaging and media relation responses/materials.
  • Performs other duties (including weather or other extreme emergency duties) as required and assigned.
