The City of Richmond Department of Public Utilities is seeking qualified candidates to fill an Engineer, Senior position. The selected candidate will provide project management and engineering support for managing the engineering and construction efforts at the City of Richmond Water Treatment Plant, Wastewater Treatment Plant, and the distribution/transmission facilities throughout the City.
  • Reviewing project specifications and plans to ensure technical conformance, design completeness, and all aspects of the projects are in compliance with codes and regulations.
  • Managing the installations of civil and mechanical equipment throughout the DPU water and wastewater facilities; assist with system startup/testing.
  • Managing and coordinating various phases of contract work with other City Departments and external vendors such as contractors, construction managers, consultants, equipment suppliers and other municipalities.
  • Performing both technical and administrative functions including attendance and participation in departmental meetings, interagency meetings, project progress meetings and provide project status reports and resolve project issues.
  • Representing DPU in providing guidance to contractors and engineering consultants in terms of design, expected deliverables, agency needs and problem resolution.
  • Developing, implementing and maintaining specifications, technical standards
  • Maintaining the schedule and budget for Capital Improvement (CIP) projects, perform project cost estimate and provide recommendations.

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of Surveying Principles; hydraulic modeling; construction practices; construction management; and project management. Knowledge of AWWA Manual of Practices and Standard, Water Works Regulations and Site, Roadway, and Utility Design Standards. Knowledgeable in mechanical, reliability, maintenance, or civil engineering.

Demonstrated computer proficiency in Microsoft Office Suite; reading and interpreting GIS maps and AutoCAD plans; technical writing skills, oral and written communication skills.

Demonstrated abilities assemble complex information for others; and work with a variety of individuals such as other employees, vendors, contractors, and citizens.


MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in engineering
  • Three years of engineering experience
 

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

PREFERRED TRAINING AND EXPERIENCE:
  • Four (4) years of engineering experience, project management, or construction management.
  • Bachelor's degree in Civil or Mechanical Engineering or a related Engineering degree.
  • Familiarity with basic engineering practices.
  • Experience working in Water/Wastewater Utility, Electric Utility, Gas Utility, Manufacturing or Energy Industry.
