Our current career opportunity: Proposals Manager
The Proposals Manager oversees the delivery of proposals. S/he gathers the solution strategy envisioned by the Business Development team and coordinates the effort of the cross-functional team to deliver a solution that meets customer expectations. S/he then delivers the consolidated proposal after it has been finalized. The Proposals Manager also supports ongoing contractual requirements, contract modifications and plus-ups. S/he will be mostly assigned to US government opportunities.
Essential Duties and Responsibilities
Interfaces with Business Development, Operational Services, Business Units, to establish win strategies, technical solutions and develop the proposals.
Develop proposals by:
Identifying a WBS, SoS and delivery schedule based on analysis of the customers’ requirements and information from Business Development.
Plan Bid and lead Kick-off meetings.
Establishing priorities and target dates for information gathering, writing plan, review, and approval.
Coordinating requirements with contributors.
Assembles required proposal information which may include Technical Proposals, the technical portion of Commercial Offers, System Layout Diagrams, Compliancy Matrices, Schedules, and Intellectual Property Plans.
Gathers proposal information by identifying sources of information, coordinating submissions and collections, and by identifying and communicating risks associated with proposals.
Providing proposal status information at review meetings.
Reviewing, editing, and writing portions of the proposal.
Transmitting completed proposals to customers.
Accountable for reviewing and recording estimates
Accountable for managing various reviews and head of department approvals
Accountable for planning, developing, and validating (self-evaluation) of complete proposal and prepares evaluation criteria for gated reviews, including Pricing Review for executives
Organize Contract Acceptance Reviews
Organize project hand over to Business Units and Operations
Performs proposal process improvement by gathering historic data on proposals and periodically re-evaluating the processes, approaches, and templates.
Required Qualifications
At least 10 years experience as Proposal Manager with minimum 4 years experience with US Federal Government accounts such as USAF, FAA.
Bachelor’s degree in engineering/sciences, administration, business, marketing, finance, or related field.
Excellent commercial and business acumen with background Program Management, Business Development and US Federal Contracts (Federal Acquisition Regulations (FAR), Defense Acquisition Regulations Supplement (DFARS), and the Acquisition Management System (AMS))
Experience with engineering relater products and services - Ability to understand and challenge technical solutions.
APMP and/or Shipley capture trained
Excellent English verbal and written communication skills
Attention to detail, deadline-oriented and willingness to work with a team.
Desired Qualifications
15 years experience in the field
Spanish, French language skills
