JOB TITLE: Director of Regulatory Affairs


DIVISION: Nuclear


LOCATION OF WORK & TRAVEL: Seattle, WA, may travel to various NRC and industry locations when performing assigned


DESCRIPTION: The Director of Regulatory Affairs is responsible for licensing of USNC’s current domestic and international products and facilities. This includes licensing of facilities to make fuel and reactors as well as reactor projects. Licensing responsibility includes environmental and safety as well as transportation, export control compliance, etc. The Director of Regulatory Affairs is responsible for interactions with interactions with domestic and international regulators in support of USNC projects.



    MAIN RESPONSIBILITIES:


    • Leads a team of licensing managers and licensing engineers responsible for USNC licensing activities, including supporting the NRC’s review of the license application
    • Support the establishment of and lead the implementation of USNC global licensing strategy
    • Manage pre-application engagement, develop, and implement Regulatory Engagement Plans, and use various tools such as licensing topical reports, Standard Design Approval, etc., to reduce regulatory uncertainty for customer reactor deployment projects
    • Responsible for licensing and compliance of USNC’s reactor production factory
    • Responsible for licensing and compliance of USNC’s fuel factory either directly or through supporting an existing fuel fabricator with a Part 70 license
    • Responsible for USNC’s role in licensing of reactor deployment projects globally
    • While maintaining the vision of efficient harmonization of all regulators globally, support each project by establishing a clear licensing basis that meets compliance for each regulator’s existing structure
    • Manage development of programs and processes to ensure work meets regulatory requirements
    • Actively involved in industry groups/forums, implementing lessons learned and industry best practices at USNC


      BASIC QUALIFICATIONS:


      • Education: A minimum of a bachelor’s degree in Engineering, Engineering Technology or Science. Advanced degree preferred.
      • Experience: Eight (8) plus years of related experience in regulatory affairs, engineering, construction, operation, quality assurance or maintenance with at least five (5) years in the nuclear field (6 years of related experience with advanced degree). Applicable Navy nuclear experience equally acceptable
      • Overall, Job Knowledge and Performance: In-depth understanding of nuclear engineering concepts, principles, and theories.
      • Management: Demonstrated ability to manage others and coordinate across multiple disciplines to provide design solutions in a timely manner.
      • Regulatory Affairs: Demonstrated understanding and implementation of Nuclear Regulatory Commission (NRC) and/or Canadian Nuclear Safety Commission (CNSC) regulatory processes. Preferred skills & experiences:
        Knowledge of project management systems


        PREFERRED SKILLS & EXPERIENCES:


        • Knowledge of project management systems desired (e.g., Project Management Professional (PMP) certification)
