To assist the Principal Civil Engineer in planning, directing, supervising, and reviewing the activities of the Public Works Engineering Division; and to provide professional and technical staff assistance.
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to meet the needs of the City.
Manages the City’s Safe Clean Water Program, “Measure W” funds and projects to ensure the City is compliant with the State of California MS4 Permit. Attends LA Permit Group and related meetings as necessary and manages environmental consultants to submit water quality reports to Water Board for review and approval.
Leads design, review, and production of sewer, storm drain and stormwater quality capital improvement projects and assumes responsibility for construction drawings and specifications.
Trains staff in the investigation, design, preparation, and review of a variety of plans, estimates, and reports involved in Public Works projects.
Assists in establishing technical criteria and engineering standards for the Engineering Division; identifies and prepares project scopes, engineer statements, cost estimates, schedules, specifications and funding opportunities.
Participates in the establishment and implementation of goals, policies, procedures, objectives and priorities for the Engineering Division; develops proposals for grant applications and administers awarded grants; prepares staff reports for City Council, occasionally attends and presents at City Council meetings or other agency meetings, as assigned.
Assists in the preparation of CIP budgets for the Division to include revenue projection and forecasting for needed funds; prepares and updates a schedule of sewer fees and charges; monitors expenses.
Prepares bid packages, request for proposals, public works contracts, supplier contracts, professional service contracts, and procurement; evaluates and administers professional service contracts.
Performs technical engineering calculations and analysis, including but not limited to hydrology/hydraulic calculations, sewer capacity analysis and low impact development (LID).
Represents the Department at various industry groups, forums, and meetings, as assigned; interacts with developers, outside agencies, other city departments, consultants, contractors and customers.
Performs a variety of customer service activities; investigates and resolves complaints and inquiries.
Coordinate and review Public Works Engineering activities of consultants and City staff including engineering design, land development review, inspection and surveying, contract administration, traffic engineering, and landscape architectural design.
Review plans of private developments, make technical engineering decisions, and assist in the establishment of technical criteria and standards.
Attend and participate in meetings and conferences with City boards and commissions, Council, department administrators, public officials, professional organizations, contractors, representatives of the City Manager's Office, and representatives of the County, and regional and State regulatory agencies of areas of assigned responsibilities upon direction of the Principal Civil Engineer.
Prepare a variety of reports, correspondence and special studies.
Maintain engineering records and plans.
Train and provide technical guidance to professional and technical staff; review staff work in conjunction with projects and assignments.
Performs related duties as required.
Education and/or Experience
Bachelor’s degree in Civil Engineering from an accredited college or university and California Registration as a Civil Engineer; a master’s degree in Civil Engineering, Construction Management, Public Works Administration or other related specialization is desirable; minimum five years of experience in Civil Engineering, including the design of sewer and storm drain facilities, grading design, geometric design, hydrology and hydraulics and low impact development.
Five years of related experience to duties; leadership and public contact experience are required.
Knowledge and Skills
Knowledge of civil engineering principles and professional design standards; customer service techniques; safety procedures and practices; communication and public relations practices; pertinent laws and regulations; statutory reporting requirements; time management methods; work organization planning methods; budget preparation methods. Depending upon position assignment, may require handling of complex field investigations and knowledge of general inspection and enforcement practices.
Use of a computer to perform mathematical computations and Microsoft Office Programs.
Ability to organize and prioritize multiple tasks; analyze and solve problems; research and interpret data; interpret laws and regulations; interpret standards and practices; demonstrate effective interpersonal skills; use conflict resolution techniques; tracking and writing techniques; occasionally give effective oral and public presentations; communicate in an understandable, businesslike manner verbally and in writing; work with minimal supervision; write reports; comply with required regulations; delegate tasks and manage projects; maintain confidentiality of non-public records; and demonstrate effective leadership skills; inspect construction of CIP projects and work with consultants and contractors with an understanding of practical engineering and construction terms; perform complex civil engineering computations and other civil engineering related tasks; read, interpret, understand, and produce construction drawings; produce understandable, logical and grammatically correct general correspondence and complex written reports; read and interpret budget sheets; respond to internal and public inquiries and complaints in a tactful and courteous manner; establish and maintain effective working relationships with supervisors, fellow employees, developers, regulatory agencies, and the general public.
Design and prepare construction drawings for sewer, storm drain and stormwater quality infrastructure using computer aided drafting software (Microstation or Autodesk Civil 3D).
SPECIAL REQUIREMENTS
Current Registration as a Professional Civil Engineer in the State of California.
Qualified SWPPP Developer (QSD).
Requires a valid California Class C driver's license and acceptable driving record.
Environmental Conditions
Work is performed in a standard office setting and in the field; field work may include exposure to inclement weather conditions and hazardous machinery; incumbents may be required to work extended hours including evenings and weekends from time-to-time.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
