Position Description

This position will manage a City-wide security program that encompasses all aspects of physical security, public safety, development of security procedures, management of security contracts and serving as security liaison to City departments and agencies for physical and electronic security.

Work Location
This position may be eligible for partial hybrid schedule up to one day per week. This position is also working on an "On Call" schedule rotation.

Job Duties and Responsibilities
  • Maintain a proactive, on-going audit and risk assessment program capable of early identification of threats and vulnerabilities that threaten the safety and security of employees and property.
  • Provide Senior Leadership with strategic advice and recommendations for cost effective measures that to mitigate or reduce risk to people and property.
  • Create and implement enterprise level security plans, policies and procedures that incorporate security industry standards as a baseline, and create and implement department level plans, policies and procedures focused on site-specific departmental operations.
  • Responsible for the implementation of heightened security measures to protect municipal facilities, personnel, and valued assets based on information from MPD, the City's Office of Emergency Management, local Homeland Security, and regional FBI agencies.
  • Conduct and oversee confidential and sensitive internal investigations of employees or other individuals involved in potential criminal activities or violations of civil service rules that may affect the safety and security of fellow employees and property assets.
  • Responsible for the creation and management of service contracts for; security guard services, consulting, procurement and on-going maintenance of physical security technology systems for the enterprise.
  • Prepare bid document, oversee bid awarding, determine contract service management strategies and ensure contract service levels meet stated outcomes/ objectives.
  • Manage and direct the activities of the Security Coordinator positon and personnel in support of the administration of the security program.
  • Manage contracted on-site security staffing provided for the Public Works Plans, implements and manages budget for comprehensive capital improvements and modifications to existing facilities and planned requirements for new facilities related to projected long term security and life safety needs.
  • Coordinate the assistance of departmental project managers and other departments /agencies as needed.
  • Responsible for project identification, planning, and management for the implementation of new security programs, processes and system technology solutions that support risk reduction efforts for the enterprise. Includes; Video Management Systems, Building Access Controls, Alarm Detection, key Tracking and Photo ID Credentialing systems.
  • Prepare and maintain security reports, records and correspondence as needed or directed for internal or City business purposes.


Required Qualifications

MINIMUM EDUCATION
Bachelor's Degree in Security Management, Criminal Justice or equivalent

MINIMUM EXPERIENCE
Five years of experience which has included management in a security
program encompassing all aspects of physical and internal security

Equivalency

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

LICENSES/CERTIFICATIONS
Valid Drivers License
NIMS ISC 300 and 400 Certifications

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. Knowledge, Skills and Abilities
  • Must pass a criminal background check.
  • Knowledge of ordinances, laws and rules affecting security work and the methods pertaining to security, surveillance and public safety.
  • Understanding of project management as it pertains to security equipment design, procurement, and installation.
  • Proficiency in WORD, EXCEL, ACCESS and PROJECT software application.
  • Ability to manage internal security programs, and contract security staff/resources.
  • Good oral and written communication skills and planning and organizational skills.
  • Ability to exercise sound judgment and make decisions.
  • Ability to work in confidential environments and interact effectively with all levels of government
  • Considerable knowledge of Video Management, Building Access Controls, Alarms Detection, Electronic Key Tracking, Photo ID Credentialing and Emergency Notification systems.
  • Knowledge of and ability to perform risk assessment, policy and procedure development, implementation and administration of physical security control systems.

Preferably a proven combined work experience of over ten years is preferable.
