Exempt; full-time; 40 hours per week; Monday - Friday; 7:30 am - 4:30 pm; full benefits


This professional position will perform all phases of engineering, permitting/regulatory compliance and/or project management for the Division of Solid Waste and Recycling (DSWR) including but not limited to Capital Improvement Program (CIP) projects and landfill and transfer station permitting compliance for the Division of Solid Waste and Recycling. Supervision is received from the DSWR Division Director and/or Assistant Department Head/Deputy Director.

  • Prepare requests for proposals for engineering services; assist in selection of consultants; present recommendations to the Consultant Selection Committee

  • Prepare plans, specifications, and contract documents for in-house projects

  • Analyze, review, and approve civil engineering improvement plans produced by other agencies, consultants, and contractors for compliance with local, state, and federal standards and regulations

  • Evaluate technical and price proposals and make recommendations on the award of contracts

  • Compose professional correspondence; memorandums and other written work related to the review of plans and specifications, project management, etc.

  • Coordinate with engineering personnel, consultants, Project Managers, county staff in other Divisions as needed

  • Coordinate study/design contracts with local, state and federal government agencies; secure permits and approvals from regulatory agencies, including any permits associated with landfill and transfer station operations

  • Attend and participate in meetings of the Planning Commission and other groups/agencies; assist in preparing and presenting supporting information to elected officials, citizen groups and others

  • Provide assistance to construction management personnel during construction of CIP projects

  • Research historical as-built records and related information for infrastructure mapping

  • Develop spreadsheets to evaluate calculations in solid waste facility design and/or capacity tracking including the ability to perform or supervise the performance of standard ground and aerial surveys for use in landfill planning and capacity assessments

  • Prepare and present information to public officials, citizens, and groups; interact with consulting engineers, developers and attorneys

  • Manage contractual agreements and related documents associated with consultant services and construction contracts

  • Assist in preparation of the yearly CIP

  • Develop and maintain GIS data layers and databases, including but not limited to: storm sewer system and drainage areas, urban stormwater Best Management Practices, impervious surfaces, water quality monitoring locations, water quality improvement projects and opportunities, and leachate force mains

  • Manage environmental compliance programs, including stormwater pollution prevention plan; spill prevention, control, and countermeasure plan; air and groundwater monitoring; and sediment & erosion control programs

  • Perform other related duties as assigned

  • Bachelor's degree in Civil Engineering, Civil Engineering Technology or a related field

  • Minimum 6 years of Engineering and/or Project Management work experience that must include all of the following areas:

  • Field experience in solid waste management infrastructure

  • Field experience in public works infrastructures

  • Experience in the design of water and/or sewer pumping, distribution, collection, storage and treatment facilities


Possession of Manager of Landfill Operations (MOLO) and Landfill Gas Management Systems Certification from SWANA, or the ability to obtain within one yearCurrent Professional Engineer (PE) license in Maryland, or PE license in another state with ability to obtain MD PE license by reciprocity within 6 months after hirePossession of a valid automobile operator's licenseNOTE: A related Master's degree may reduce the work experience requirement to 4 years.


KNOWLEDGE / SKILLS / ABILITIES:



  • Ability to obtain and maintain a Frederick County Employee Driving Permit

  • Considerable knowledge of the principles and practices of surveying and civil engineering

  • Knowledge of computer hardware and software applications in engineering including AutoCAD

  • Knowledge of MD Department of the Environment (MDE) and Environmental Protection Agency requirements for design, construction, and operation of solid waste facilities; knowledge of RCRA requirements

  • Knowledge of MDE Refuse Disposal Permits and Water Appropriation Permits; Clear Air Act permitting associated with landfills

  • Ability to effectively manage projects through study, design and bidding process, and develop special provisions and addenda where appropriate

  • Ability to effectively access and utilize related software applications (e.g. project management, word processing, spreadsheets, presentation)

  • Ability to effectively organize, establish priorities and complete projects in accordance with established procedures and schedules

  • Strong and effective written and spoken (English) communication skills, including the ability to prepare and present clear, concise written reports and information, as well as effective spoken presentations before varied audiences

  • Ability to develop and maintain effective working relationships with developers, engineering consultants, co-workers, government agencies and the general public


PREFERENCE MAY BE GIVEN FOR:



  • Solid waste facility work experience with a governmental or quasi-public


PHYSICAL REQUIREMENTS / WORKING CONDITIONS:



  • While working in this position, the employee is required to constantly sit, reach and drive; occasionally walk, climb, stoop, and lift up to 20 pounds; and rarely crawl, lift between 20 and 50 pounds, push and pull up to and over 40 pounds and push over 40 pounds

  • While working in this position, the employee is required to constantly work indoors and outdoors; frequently walks on uneven ground, works in dirty, dusty and noisy environments, works near machinery, has potential exposure to infectious diseases and is required to wear protective equipment; and occasionally works in hot temperatures above 100 degrees, works in cold temperatures below 32 degrees and works near chemicals or fumes

  • Available for other working hours as needed to accommodate evening and/or weekend meetings, hearing, etc.
