Belay Technologies is seeking a Mid level or Senior level Software Engineer with back-end Java and DevOps skills to support TTO 100, Report Authoring and Dissemination (RAD) efforts. Support will focus on software engineering and DevOps of the WEBCANDID tool, which tracks and administers requests for mission-critical intelligence reports from the Intelligence Community and partners around the world. Responsibilities will include: developing distributed software; updating software code and fixing bugs; building and deploying applications and services; installing and configuring complex software; managing network servers and technology tools; monitoring and maintaining the system for required levels of performance; writing scripts to automate general system operations or DevOps activities; and troubleshooting and resolving issues and outages.


Telework is not expected for this role. Candidates will be required to work a rotating pager schedule for emergency 24/7 call-in support as required (roughly one week out of every three weeks). Staff may charge 4 additional hours for the week they are on call in addition to hours worked.


Candidates should have the following qualifications:


  • TS/SCI with polygraph is required.
  • Fourteen (14) years' experience as a SWE in programs and contracts of similar scope, type, and complexity is required. Bachelor's degree in Computer Science or related discipline from an accredited college or university is required. Four (4) years of additional software engineering experience on projects with similar software processes may be substituted for a bachelor's degree.


Candidates are required to have the following qualifications:


  • Analyze user requirements to derive software design and performance requirements.
  • Design and code new software or modifies existing software to add new features
  • Debug existing software and corrects defects
  • Integrate existing software into new or modified systems or operating environments
  • Develop simple data queries for existing or proposed databases or data repositories
  • Make recommendations for improving documentation and software development process standards
  • Develop or implement algorithms to meet or exceed system performance and functional standards
  • Assist with developing and executing test procedures for software components
  • Write or review software and system documentation
  • Develop software solutions by analyzing system performance standards, conferring with users or system engineers; analyzing systems flow, data usage and work processes; and investigating problem areas
  • Serve as team lead at the level appropriate to the software development process being used on any particular project
  • Modify existing software to correct errors, to adapt to new hardware, or to improve its performance
  • Design, develop and modify software systems, using scientific analysis and mathematical models to predict and measure outcome and consequences of design
  • Design or implement complex database or data repository interfaces/queries
  • Oversee one or more software development teams and ensures the work is completed in accordance with the constraints of the software development process being used on any particular project
  • Design or implement complex algorithms requiring adherence to strict timing, system resource, or interface constraints
  • Perform quality control on team products
  • Confer with system engineers and hardware engineers to derive software requirements and to obtain information on project limitations and capabilities, performance requirements and interfaces
  • Coordinate software system installation and monitor equipment functioning to ensure operational specifications are met
  • Implement recommendations for improving documentation and software development process standards
  • Domain Area(s) Specialized Requirements: Three (3) years of demonstrated Mission Management Vector experience is highly desirable.


Software Engineer - Mid-Level:
  • Required:
    • Bachelor's degree from an accredited college or university. Four (4) years of additional SWE experience may be substituted for a Bachelor's degree.
    • Master's degree can be substituted for two (2) years experience
    • Shall have at least three (3) years experience in software development/engineering, including requirements analysis, software development, installation, integration, evaluation, enhancement, maintenance, testing, or problem diagnosis/resolution.
    • Shall have at least three (3) years of experience as a Software engineer developing software developing software with high level languages such as Java, C, C++, JavaScript.
    • Shall have at least three (3) years experience developing software for Microsoft Windows (XP or newer), or UNIX/Linux/Centos family of operating systems.
    • Shall have experience on the design and development of at least one Object Oriented system.
    • Shall be familiar with the concepts involved in wrapping legacy systems or components as Web Services within a SOA framework.
    • Shall have experience developing solutions integrating or extending FOSS/COTS products.
    • Shall have at least two (2) years experience in software integration and software testing at least one of newly developed, existing, modified, FOSS, COTS, or GOTS software, to include developing and implementing test plans or related test scripts.
    • Shall understand technical writing and have familiarity with technical documents in support of a software development project.
  • Desired:
    • Shall have familiarity with two or more of the skills and technologies listed in Table 1.


Software Engineer - Senior
  • Required:
    • Bachelor's degree from an accredited college or university. Four (4) years of additional SWE experience may be substituted for a Bachelor's degree.
    • Master's degree can be substituted for two (2) years experience
    • Shall have at least eight (8) years experience as a Software Engineer in software development/engineering, including requirements analysis, software development, installation, integration, evaluation, enhancement, maintenance, testing, or problem diagnosis/resolution. The individual must be able to communicate directions and provide guidance to junior programmer/analysts, as required.
    • Shall have at least six (6) years experience developing software developing software with high level languages such as Java, C, C++, JavaScript.
    • Shall have at least three (3) years experience developing software for Microsoft Windows (XP or newer), or UNIX/Linux/Centos family of operating systems.
    • Shall have experience on the design and development of at least one Object Oriented system.
    • Shall have extensive experience in planning and accomplishing goals and complicated tasks and providing consultation on complex projects as top-level contributor or specialist.
    • Shall have a firm grasp of modern computer programming with a minimum of six (6) years experience in programming and development of application software for complex systems and software testing.
    • Shall have experience developing solutions integrating or extending FOSS/COTS products.
    • Shall have demonstrated technical writing skills and have generated technical documents in support of a software development project.
  • Desired:
    • Shall have familiarity with three or more of the skills and technologies listed in Table 1.
