The WSLCB Licensing and Regulation Division is announcing an exciting opportunity for a Training Development Specialist (Licensing Specialist Senior) position at Olympia, WA. This position reports to the Licensing Training Program Manager in the WSLCB's Licensing and Regulation Division. The position serves and complements the WSLCB's mission and goals by providing the highest level of public safety by assessing, analyzing and enforcing laws, regulations and policies. This position is responsible for facilitating training and maintaining training materials for licensing staff.

Some of the duties you will perform are:
  

  • Develop written training plans for new licensing employees with input from supervisors and managers.
  1. Develop and maintain core competencies and training benchmarks for new licensing employees. Ensure all competencies are included in the training curriculum. 
  2. Work with Liquor Licensing Seniors on training new staff to ensure consistency of training. Ensure licensing employees are using the same tools and processes. 
  • Provide training and update resources, forms, letters and training materials when laws, rules and policies change. 
  • Facilitate learning through a variety of delivery methods including classroom instruction, virtual training, and on-the-job training.
  • Assist in developing and establishing procedures and policies to implement law and rule changes. 
  • Use Design Thinking principles, create necessary resources and materials for external customers on licensing regulations and the licensing process.
  • Create, maintain and provide training and/or licensing resources for external customers.
  • Work closely with the Communication Team on necessary external resources and website content.   



Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and/or educational experience. See below for how you may qualify.

Option 1: 
One (1) year of experience as a Liquor Licensing Specialist.

Option 2: 
Two (2) years of lead or training experience within a regulatory environment.

Option 3:
An Associate’s degree or above involving major study in accounting, finance, business or public administration, criminal justice or closely allied field.

AND
Be able to:
  • Analyze and compile data to develop online, webinar, and classroom training courses and materials, presentations, and workshops.
  • Present complex concepts, changes, databases, rules, processes, procedures, and updates in a seamless, cohesive, intelligible manner consistently and repeatedly.
  • Conduct training courses, presentations, and workshops in a variety of settings for various audiences, to include staff, community partners, and stakeholders.
  • Facilitate groups; secure and maintain employee participant interest and cooperation.
  • Speak in public and write clearly and effectively.
  • Establish and maintain effective working relationships with management, employees, community partners, supervisory staff, and line staff; adapt to changing programs and work environments.

Preferred/Desired Qualifications:

  • Two years of experience analyzing and interpreting program financial documents, laws, and regulations for license qualification and issuance; and interviewing and researching/reviewing duties that involve public contact. 
  • Knowledge of: departmental programs, licensing policies and procedures; research methods and data collections; corporate laws of the state, real estate transactions, and license certification and recertification procedures; office practices; statistical record keeping; efficient use of resources, principles of communication and counseling; of an electronic imaging and workflow management system. 
  • Ability to: read, understand, interpret and apply complex laws, policies and procedures; recognize, answer and solve complex licensing problems. Maintain effective communications with all levels within the organization; maintain positive public relations; plan, schedule and coordinate multiple projects.
