DUTIES: Supervises and participates in the work of staff involved in all facets of the Engineering Division; recommends and assists in all water projects handled by this division for the City of Jackson; performs inspections of water contract jobs as well as in house projects; participates in the training of staff; works with employees to correct deficiencies; prepares various reports and correspondences; reviews contracts and bid packages; prepares agenda items to go before council for water projects; participates in the preparation and administration of budget; monitors expenditures; remains current in all engineering concepts and innovations; performs other duties as assigned. Pertinent Federal, State, and local laws, codes and regulations.





QUALIFICATIONS: Four (4) years of in increasingly responsible experience in civil engineering, including one year of supervisory or lead responsibility. Equivalent to a Bachelors degree from an accredited college or university with major course work in civil engineering or a related field. License of Certificate. Possession of, or ability to obtain , an appropriate, valid driver’s license. Possession of a Professional Engineer License in the State of Mississippi, or ability to obtain reciprocity within one year as a Mississippi Professional Engineer.




RESIDENCY REQUIREMENT FOR CITY EMPLOYEES: Within six (6) months from date of employment, must establish residence within the City of Jackson.





PRIOR TO EMPLOYMENT, APPLICANT RECOMMENDED FOR EMPLOYMENTSHALL BE REQUIRED TO SUCCESSFULLY PASS A URINALYSIS AND/OR BLOOD TEST TO SCREEN FOR ALCOHOL AND/OR DRUG ABUSE.



SPECIFIC & GENERAL DUTIES: Plan, prioritize, assign, supervise and review the work of staff responsible for storm water drainage systems maintenance, contract administration and engineering survey activities within the Engineering Division. Participate in the selection of engineering staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. Prepare various reports and correspondence on operations and activities; review information compiled with subordinate staff; prepare and present information regarding programs, operations and activities as appropriate. Recommend and assist in the implementation of goals and objectives; establish schedules and methods for conducting work projects and daily tasks; implement policies and procedures; oversee the provision of quality municipal engineering services. Participate in the preparation and administration of the engineering budget; submit budget recommendations; monitor expenditures. Remain up-to-date on municipal engineering concepts and innovations; attend professional meetings and conferences; participate in staff and City Council meetings as appropriate. Prepare, develop and implement all facets of the storm water monitoring program; evaluate storm water runoff problems; recommend alternatives and solutions to problems. Develop, monitor and administer construction and engineering projects and activities. May coordinate and oversee various assigned programs including the Flood Insurance Program, stormwater monitoring, utility system improvement, various capital improvement projects, industrial discharge and sludge disposal. Supervise work crews involved in surveying, public works maintenance and construction work, meter maintenance and other engineering and public works related projects. Maintain up to date files for maps and as-built construction drawings; conduct field surveys to collect data for engineering surveys. Prepare contract specifications; open bids and prepare recommendations for bid awards; review and authorize contract payments change orders; participate in the administration of engineering, professional services and construction contracts; visit construction sites and review work for compliance with project specifications; review site plans and drawings. Participate in all facets of engineering work; assist subordinate staff with project development; assist with design work. Perform other duties as assigned.
