The Public Works Department is looking for a highly motivated and innovative engineer to join our team. The Public Works CIP Engineer is a dynamic role that works on a variety of street maintenance projects through design and construction to help implement the City’s $231 million street bond program. Through this implementation this position will manage multiple street, sidewalk and screening wall projects. In addition to project management, the engineer will play a vital role in street condition assessments and future planning for upcoming projects.   

This position would be allowed to work from home up to 2 days per week.

Target salary range is $95,834 - $117,396 depending on qualifications.

Summary of Duties : Under general supervision, the Engineer, Senior is responsible for the daily operational activities in the management and administration of the Public Works CIP or Development program.

Distinguishing Characteristics: This is the advanced journey-level classification in the Engineer series. The incumbent plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Works under indirect supervision, conferring with supervisor on unusual matters.

  • Manages the street condition-scoring program through procurement, implementation and analysis of street condition results related to future project planning and implementation.
  • Coordinates the review of Street, Sidewalk and Screening Wall engineering plans
  • Manages consultants, vendors and contractors for various Street, Sidewalk and Screening Wall construction and/or rehabilitation projects. .
  • Assists with inspector training related to street, alley, sidewalk, and screening wall construction.
  • Provides input on the prioritization of street, alley, sidewalk, and screening wall infrastructure replacement and maintenance.
  • Presents to the public, council and committees to provide updates on projects and programs managed.
  • Coordinates review of engineering plans with other departments.
  • Provides analytical and developmental recommendations relating to standard detail and specifications revisions, policy development, project management and program implementation.
  • Coordinates the activities of plan review and project management by scheduling and assigning work to meet target dates.
  • Develops, implements and monitors professional services and construction contracts.
  • Verifies work completed and processes associated design and construction payments.
  • Negotiates and mediates differences with contractors and reviews change orders.
  • Evaluates and responds to technical inquiries from inspectors, consulting engineers, developers and contractors.
  • Reviews exhibits and descriptions for easements and right of way acquisition.
  • Prepares council agenda items for assigned capital, private development or other special.
  • Provides technical assistance to inspectors, consulting engineers, developers and contractors by reviewing documents to ensure compliance with City procedures, ordinances, and other requirements.
  • Prepares ordinances, resolutions, abandonments, and construction contracts/bid documents.
  • Assists and leads staff engineers on plan review, use of proper procedure and interpretation of City requirements to insure conformance with City standards; conducts final inspection of construction projects.
  • Designs CIP projects and/or performs as Project Engineer on more complicated projects with limited direction.
  • Addresses and resolves citizen inquiries.
  • Negotiates and develops professional service contracts (CIP only); approves pay requests (CIP only).
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions : The incumbent reviews the engineering plans to verify compliance to City design standards, coordinates work with existing and proposed development in the area, incorporates requirements of master plans, verifies that the proposed plan is the most economical over the long term, and resolves construction problems.

 

 

 

 

Minimum Qualifications:

Knowledge of: Civil engineering techniques; construction practices; Engineering Department functions, policies, practices and procedures; State and Federal storm water and environmental regulations; methods and practices of storm water management; State, Federal, and local permit regulations.

Skill in: Communicating effectively both verbally and in writing; managing more difficult engineering projects; working independently with little supervision; establishing and maintaining effective working relationships.

Education: Bachelor’s degree in Civil Engineering or related field.  Must possess a Professional Engineer License.  If P.E. license is not from the State of Texas, selected candidate must obtain Texas Registered Professional Engineer license within 6 months from the date of employment. 

Experience: Five (5) years of experience, after registration as a Licensed (professional) Engineer, reviewing and designing civil engineering plans and consulting with developers and contractors concerning municipal ordinances and requirements.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Registration as a Licensed (Professional) Engineer.  Registration as a Licensed (Professional) Engineer in Texas is required within 6 months of being hired.  Registration as a Surveyor in the State of Texas is desirable.  Texas class C driver’s license (must obtain within 30 days of hire per state law).

Conditions of Employment:   Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions : Must possess mobility to work in and around City buildings and facilities, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.  The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment.  Positions in this classification bend, stoop, kneel, and reach when completing maintenance and repairs.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 20 pounds.

Employees work in and around buildings and facilities and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, extreme heights, mechanical and/or electrical hazards, and hazardous physical substances and fumes.
