Responsibilities include but are not limited to:

  • Conducting Phase I ESAs, including site reconnaissance, historical resource review, FOIA/RTKL communications to regulators, and interviews with property managers and others.
  • Preparing Phase I ESA reports and Phase II ESA recommendations, and directing one or more environmental due diligence support staff.
  • Support of wetland delineation field surveys, including identification of wetland hydrology/vegetation/soils, preferred but not required.
  • Support of federal/state/local land development environmental permitting activities, preferred but not required; such as USACE Clean Water Act §§ 401 and 404 permitting, PA DEP Chapter 102 and 105 permitting, and federal Endangered Species Act and National Historic Preservation Act consultation and permitting.
  • Support of land development regulatory compliance, preferred not required.
  • Manage multiple projects within client's scope/budget/schedule expectations and ensure quality standards on project deliverables. Assume responsibility for all aspects of project delivery.
  • Build strong collaborative relationships with Atlas employees, clients, and subcontractors, through highly responsive communications and team building leadership.
  • Interface with state and federal regulatory agencies.
  • Develop and manage project budgets to meet project financial performance requirements.
  • Maintain QA/QC objectives.
  • Provide servant leadership to environmental due diligence team. Direct and mentor project staff.


Minimum Requirements:

  • Three years of experience performing Phase I ESAs, including knowledge of ASTM 1527-13 and EPA AIA requirements.
  • One to three years of experience leading field studies including Phase I ESA site reconnaissance and Phase II ESA drilling/sampling operations. Prior ecological field study experience (including fisheries, forestry, botany, invertebrates, etc.) preferred but not required.
  • Prior experience using GPS-driven data collection field equipment (Trimble, Garmin, etc.) is preferred.
  • Previous NEPA and/or aquatic resources restoration experience a plus.
  • General knowledge of Pennsylvania underground storage tank and PA Act 2 Land Recycling Act environmental regulations (e.g. Title 25 Chapters 245 and 250).
  • Excellent technical writing, organizational, time management, and multi-tasking skills.
  • Personable and able to communicate with staff at all levels. Must be a self-starter, resourceful, and have the ability to work productively on multiple projects at a time under strict deadlines.
  • Adhere to Atlas and site-specific safety standards.
  • Ability and willingness to occasionally travel to local and out-of-town project sites with occasional but infrequent overnight stays.
  • Ability to safely perform fieldwork in adverse weather conditions during a full work day.
  • Strong written and oral communication skills.
  • Microsoft Excel and Word proficiency.
  • Valid U.S. driver's license.


Educational Requirements:

  • Geology, Physical Science, Engineering or similar degree.
